DEPARTMENTAL RECOMMENDATION:
It is recommended that the Board consider:
1. Appointing Jon A. Blegen to the public-at-large position on the City of Rio Vista Redevelopment Agency Oversight Board.
2. Appointing one alternate for the public-at-large position on each of the Redevelopment Agency Oversight Boards in the cities of Dixon, Rio Vista, Suisun City, and Vallejo.
SUMMARY/DISCUSSION:
On December 29, 2011 the California Supreme Court upheld Assembly Bill 1X 26 (Dissolution Act), which dissolved all redevelopment agencies as of February 1, 2012. The Dissolution Act provides for successor agencies to wind down the activities of the former redevelopment agencies. Successor agencies are supervised by oversight boards comprised of seven members appointed by various governmental agencies. The Board of Supervisors is responsible for choosing two of the members of each oversight board - one of whom has to be a member of the public.
At its February 7, 2011 meeting, the Board began the process of filling its two designated positions on each of the oversight boards by appointing certain Board Members to the oversight boards and directed staff to invite members of the public to apply for the remaining slots. On February 28, 2011, the Board appointed public-at-large members to all oversight boards, with the exception of Rio Vista. The Board also appointed alternates to two of the oversight boards for Fairfield and Vacaville, leaving unfilled the appointments for Dixon, Rio Visa, Suisun City and Vallejo.
