DISCLOSURE OF CAMPAIGN CONTRIBUTIONS Pursuant to Government Code section  
84308, members of the Board of Supervisors are disqualified and not able to participate in  
any agenda item involving contracts (other than competitively bid, labor, or personal  
employment contracts), franchises, discretionary land use permits and other entitlements if  
the Board member received, since January 1, 2023, more than $250 ($500 after January  
1, 2025) in campaign contributions from the applicant or contractor, an agent of the  
applicant or contractor, or any financially interested participant who actively supports or  
opposes the County’s decision on the agenda item. Members of the Board of Supervisors  
who have received, and applicants, contractors or their agents who have made, campaign  
contributions totaling more than $250 ($500 after January 1, 2025) to a Board member  
since January 1, 2023, are required to disclose that fact for the official record of the  
subject proceeding. Disclosures must include the amount of the campaign contribution and  
identify the recipient Board member and may be made either in writing to the Clerk of the  
Board of Supervisors before the subject hearing or by verbal disclosure at the time of the

augmentation funds; Authorize the Sheriff, Undersheriff, or Director of  
Administrative Services to sign the Boating Safety and Enforcement  
Financial Aid Program Application, Agreement, and administer the grant,  
including signing any grant related documents; Authorize the County  
Auditor-Controller to certify personal property taxes on vessels received  
annually by the County; and Certify that 100% of the amount received by the  
County from personal property taxes on vessels shall be spent on boating  
safety programs

San Francisco’s Department of Emergency Management to accept the  
transfer of a multi-gas detector purchased with Department of Homeland  
Security Urban Areas Security Initiative funds by the Bay Area Urban Areas  
Security Initiative Group; Approve a second Grant Property Transfer  
Agreement, pending County Counsel concurrence, with the Department of  
Emergency Management to accept the transfer of a spectrometer  
chemical detection device; Delegate authority to the Sheriff, Undersheriff,  
and Solano County’s Emergency Services Manager to execute both  
agreements; and Approve an Appropriation Transfer Request of $96,600  
to increase appropriations to record the equipment transfer based on the  
purchase price of the equipment and recognize unanticipated donation  
revenue (4/5 vote required)

and Recreation, Division of Boating and Waterways Surrendered and  
Abandoned Vessels Exchange Grant Program in the amount of $10,000

grant expenditure plan; Authorize the Sheriff, Undersheriff, and the Director  
of Administrative Services to sign the grant award agreement and related  
documents, including any service contracts that remain within the grant

abatement of surrendered and abandoned vessels in County waterways

and move to a cloud-based platform effective October 28, 2025, through

Management System Cloud-Solution for the period of the V2 Upgrade

Counsel concurrence, up to an annual aggregate of $74,999 per
