DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are

disqualified and not able to participate in any agenda item involving contracts (other than

competitively bid, labor, or personal employment contracts), franchises, discretionary land

use permits and other entitlements if the Board member received, since January 1, 2023,

more than $250 ($500 after January 1, 2025) in campaign contributions from the applicant

or contractor, an agent of the applicant or contractor, or any financially interested

participant who actively supports or opposes the County’s decision on the agenda item.

Members of the Board of Supervisors who have received, and applicants, contractors or

their agents who have made, campaign contributions totaling more than $250 ($500 after

January 1, 2025) to a Board member since January 1, 2023, are required to disclose that

fact for the official record of the subject proceeding. Disclosures must include the amount

of the campaign contribution and identify the recipient Board member and may be made

either in writing to the Clerk of the Board of Supervisors before the subject hearing or by

verbal disclosure at the time of the hearing.

Accept Proposition 36 Community-Based Substance Use Treatment

Expansion grant award of $665,150, from the California Department of

Health Care Services as administered through a revenue agreement with

Sierra Health Foundation: Center for Health Program Management, to

expand access to community-based substance use treatment, recovery

supports, care coordination, and related implementation activities for

eligible individuals, for the current period through March 31, 2028;

Delegate authority to the County Administrator to execute the agreement

and any related documents necessary to receive and administer the grant

funding; and Approve a $407,818 Appropriation Transfer Request to

increase appropriations and recognize unanticipated revenue (4/5 vote

required)

San Francisco’s Department of Emergency Management to accept the

transfer of vehicle barrier equipment purchased with Department of

Homeland Security Urban Areas Security Initiative funds by the Bay Area

Urban Areas Security Initiative Group; Authorize Solano County’s

Emergency Services Manager to execute the Agreement; and Approve an

Appropriation Transfer Request of $113,671 to increase appropriations to

record the donated equipment at its purchase price and recognize

unanticipated donated revenue (4/5 vote required)

to the contract with DSS Private Security Services for armed security

services for inmates hospitalized at off-site medical facilities, extending the

contract through June 30, 2027, in the amount of $430,890; and a Second

Amendment to the contract with Genasys, Inc. for evacuation planning

software, extending the contract through July 11, 2027, in the amount of

$108,845; Delegate authority to the County Administrator, with County

Counsel concurrence, to execute these amendments and any subsequent

amendments to these agreements up to an annual aggregate of $74,999

per agreement; and Authorize the Sheriff, Undersheriff, or Director of

Administrative Services to execute any amendments which are technical or

administrative in nature and have no fiscal impact
