body
DEPARTMENTAL RECOMMENDATION:
The Department of Human Resources recommends that the Board of Supervisors adopt a resolution amending the List of Numbers and Classifications of Positions to extend 1.0 FTE Limited-Term Social Worker III through January 31, 2024; and Delegate authority to the Director of Human Resources to make any technical corrections.
SUMMARY/DISCUSSION:
On March 7, 2023, the Board adopted a personnel resolution which included the addition of a 1.0 FTE Limited-Term Social Worker III to expire on December 31, 2023. The position was added to allow the Department of Health and Social Services (H&SS), Administration Division to move a current employee into this new position allocation while doing union work, known as "release time." The Limited-Term position is funded by the union (Service Employees International Union, Local #1021). The addition of the Limited-Term position provided a position allocation for the employee, which allowed H&SS to move forward with filling the regular 1.0 FTE position and continue to provide mandated services. It is now necessary to extend the Limited-Term position through January 31, 2024, after which time the employee will transition back to a regular 1.0 FTE Social Worker III position in H&SS.
FINANCIAL IMPACT:
The Limited-Term position extension is funded by the union and will not impact the General Fund. The costs associated with preparing the agenda item are nominal and absorbed by the department's FY2023/24 Working Budget.
ALTERNATIVES:
The Board could choose to not approve the recommendation which would require H&SS to move the employee to a vacant, regular 1.0 FTE Social Worker III position and hold that position vacant until February 1, 2024.
