Establish the Child Support Assistant classification specification

HUMAN RESOURCES' RECOMMENDATION:
The Department of Human Resources recommends the Civil Service Commission establish the classification specification of Child Support Assistant.
SUMMARY:
The Child Support Assistant classification will be unique to the Department of Child Support Services, and will assist Child Support Specialists in securing current and delinquent child support payments; conduct interviews and evaluate information that requires a working understanding of child support regulations; refer applicants to various agencies for assistance depending upon the nature of their needs; and perform related work as required.
DISCUSSION:
The Child Support Assistant classification was created in response to the Department of Child Support Services' request for a classification that was better aligned to duties and responsibilities of the Child Support Specialist classification and provides a career path to allow incumbents to promote, as they learn the role and become more independent in performing the job duties. Currently, these duties are split between Office Assistants, a countywide job classification, and the Child Support Specialist job classification. The Office Assistant classification does not include duties that fully encompass the specialized job duties performed by incumbents in the Child Support Assistant roles, making recruitment to Child Support Specialist difficult. Additionally, the current classification structure inhibits the natural progression for promotional/career ladder opportunities into the Child Support Specialist classification. The Child Support Assistant will provide more child support specific customer service to both internal and external customers.
