DEPARTMENTAL RECOMMENDATION:

Supervisor Mashburn requests that the Board of Supervisors approve the appointment of Hector De La Rosa to serve on the Planning Commission representing District 5 to fill an unexpired term through January 31, 2025.

SUMMARY/DISCUSSION:

Hector De La Rosa brings to this position a wealth of experience in local government gained from 28 years in municipal government senior management, including more than nine as assistant city manager, five years as city manager, with a significant part of that time spent in Rio Vista, within the fifth district. Mr. De La Rosa in retirement has proven his commitment to the community by continuing public service as a volunteer with numerous organizations that benefit Rio Vista and Solano County. It is in the best interests of our constituents to have a Planning Commission that balances experience, representation, fairness, inquisitiveness, and different perspectives. Mr. De La Rosa does all of this and does so with humility.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2023/24 Working Budget.

ALTERNATIVES:

The Board could choose not to appoint Hector De La Rosa, but that would not be recommended as he is well-qualified for the position and would be an asset to the commission and Solano County.
