DEPARTMENTAL RECOMMENDATION:

Consider approving an amendment to the County Administrator Employment Agreement extending the term for one year through March 31, 2025 and increasing compensation by $600 per month to reimburse for the cost of additional life insurance.

SUMMARY/DISCUSSION:

On March 1, 2022, the Board approved the Employment Agreement for William “Bill” Emlen to serve as the County Administrator beginning as of March 27, 2022 for an initial one-year term.   On January 24, 2023, the Board and Mr. Emlen jointly agreed to extend the term for one additional year through March 31, 2024.

The proposed amendment to Mr. Emlen’s Employment Agreement will extend the term through March 31, 2025 and increase his compensation by $600 per month to reimburse him for the cost of purchasing additional life insurance.  It also provides the option for Mr. Emlen to cash out up to 120 hours of accrued vacation leave.

FINANCIAL IMPACT:

Sufficient appropriations exist in the County Administrator’s department budget to effectuate the provisions of the amendment to the Employment Agreement.

ALTERNATIVES:

The Board could choose not to adopt the proposed amendment to the Employment Agreement; however, this option is not recommended as this amendment formally extends the term of service for another year.

OTHER AGENCY INVOLVEMENT:

The Chair worked with County Counsel in preparing the amendment to the Employment Agreement.
