DEPARTMENTAL RECOMMENDATION:
It is recommended that the Board of Supervisors approve the seventh amendment to an agreement with the Solano County Fair Association for the management and operation of the Solano County Fairgrounds for a term anticipated to end no later than December 31, 2024.
SUMMARY/DISCUSSION:
On June 13, 2023, the Board of Supervisors approved a sixth amendment to the agreement with Solano County Fair Association (SCFA) for the management and operation of the Solano County Fairgrounds for a term ending on December 31, 2023, with an automatic extension termed through June 30, 2024 in the event negotiations had not completed. At that time, it was anticipated that negotiations with the proposed master developer, Industrial Realty Group, LLC (IRG), for the redevelopment of the fairgrounds property would have progressed to the point of having a ground lease agreement and development agreement ready for the Board's consideration in early 2024. Negotiations have not advanced as quickly as previously expected although work continues to progress on potential changes to the approved 2013 Solano360 Specific Plan along with any additional environmental review necessitated by IRG's proposed modifications to the Plan.
Staff is recommending a seventh amendment to SCFA's management agreement to continue the term until the earlier of December 31, 2024 or sixty (60) days after the execution of a lease agreement between the County and IRG for the management and use of the fairgrounds property.
