DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors adopt a resolution accepting the dedication of two Public Roadway Easements, approximately 20,934 square feet (0.48 acres) for Right-of-Way purposes along Elizabeth Road and De Mello Road, north of Midway Road, for Minor Subdivision MS-22-04 (Griffin).
SUMMARY:
Minor Subdivision MS-22-04 creates two parcels, 5.02 acres and 4.85 acres each, within the Rural Residential 'RR-2.5' Zoning District. Parcel One fronts Elizabeth Road (County Road No. 3890) and Parcel Two fronts De Mello Road (County Road No. 3910) approximately 0.5 miles north of the City of Vacaville in the unincorporated area of Solano County (Attachment A - Parcel Map). The Tentative Map was conditionally approved by the Zoning Administrator on August 3, 2023. Condition number 5 of the conditions of approval for Minor Subdivision MS-22-04 require the subdivider dedicate a Public Roadway Easement for right-of-way purposes to achieve an ultimate halfwidth of 30-feet from the centerline of the existing right-of-way.
Parcel One dedicates a 30-foot wide Public Roadway Easement along the easterly frontage of Elizabeth Road (approximately 481-feet in length) and Parcel Two dedicates a 15-foot wide Public Roadway Easement along the westerly frontage of De Mello Road (approximately 433-feet in length). The dedication of both Public Roadway Easements satisfies the current right-of-way half-width requirements of the Solano County Road System as set forth in the Solano County Road Improvement Standards and Land Development Requirements.
