DEPARTMENTAL RECOMMENDATION:
Approve an amendment to the County Administrator Employment Agreement extending the term for one year through March 31, 2026.
SUMMARY/DISCUSSION:
On March 1, 2022, the Board approved an Employment Agreement for Bill Emlen to serve as the County Administrator for an initial one-year term beginning on March 27, 2022. On January 24, 2023, the Board and Mr. Emlen jointly agreed to exercise an option in the contract to extend the term for one additional year through March 31, 2024. On February 27, 2024, the parties amended the Employment Agreement to extend its term by another year, to March 31, 2025.
The proposed amendment to Mr. Emlen’s Employment Agreement will extend the term through March 31, 2026. Mr. Emlen noticed the Board in January of his intent to retire in 2025. Mr. Emlen has agreed to continue as County Administrator until a recruitment for a new County Administrator is completed. The amendment reflects and addresses the timing of this process.
FINANCIAL IMPACT:
There is no increase in compensation and sufficient appropriations exist in the County Administrator’s Office’s budget.
ALTERNATIVES:
The Board could choose not to adopt the proposed amendment to the Employment Agreement; however, this option is not recommended as this amendment formally extends the term of service for another year.
OTHER AGENCY INVOLVEMENT:
The County Counsel’s Office assisted in preparing the amendment to the Employment Agreement.
CAO RECOMMENDATION:
