DEPARTMENTAL RECOMMENDATION:
The Department of Human Resources recommends that the Board of Supervisors adopt a resolution to amend the Alphabetical Listing of Classes and Salaries to add the classifications Pharmacy Specialist with an annual salary of $47,138-$57,297 and Records Coordinator with an annual salary of $56,874-$69,826.
SUMMARY:
Pharmacy Specialist: The Health and Social Services Department coordinates the development, implementation, maintenance and evaluation of the Strategic National Stockpile Pharmaceutical Program Plan for Solano County. This work is currently being performed by an extra-help contract employee. The work is ongoing and it is appropriate to create a new classification.
The Department made the initial request to establish the class of Pharmacy Specialist, and the Board of Supervisors may be asked to add one Pharmacy Specialist position as part of the FY2016/17 Midyear report. On October 18, 2016, the Civil Service Commission approved the specification. The final step of the classification process is for the Board of Supervisors to set the salary.
Records Coordinator: The General Services Department is responsible for the Countywide Records Information Management (RIM) Program. The RIM program encompasses records management services, electronic document content programs, standards to safeguard the County’s records, and the conversion of paper-based records to electronic format.
The Department made the initial request to establish a new class of Records Specialist and the Board of Supervisors added one Records Coordinator-TBD (to be determined) position during budget hearings. On October 18, 2016, the Civil Service Commission approved the specification. The final step of the classification process is for the Board of Supervisors to set the salary.
FINANCIAL IMPACT:
There is no fiscal impact in adopting the resolution as the recommended action is to set salary. The Board may be asked to add one Pharmacy Specialist position as part of the FY2016/17 Midyear report, and the Board previously approved the staffing allocation and has budgeted for this Records Coordinator position in the General Services Department’s existing budget. If a regular Pharmacy Specialist position is not created, the extra-help employee will be paid at this pay rate as an extra-help employee and not as a contract employee.
DISCUSSION:
Pharmacy Specialist: The Pharmacy Specialist will help to prepare for and maintain readiness for an emergency medical situation requiring distribution of pharmaceuticals. This includes developing and participating in drills and exercises. Then, during an emergency medical situation, the class will be utilized to coordinate with healthcare community partner organizations to account for and control items procured and rapidly and effectively dispense items, such as vaccines. The class is also responsible for preparing related reports required. The class requires a valid State of California Pharmacy Technician license. The proposed salary is $3,928.17 per month (Step 1) through $4,774.72 per month (Step 5) which is the same salary level for Health Assistant.
Records Coordinator: The Records Coordinator coordinates the Countywide Records Information Management (RIM) Program. The RIM program will require the Records Coordinator to develop and implement records management services, oversee electronic document content programs, implement standards to safeguard the County’s records, and oversee the conversion of paper-based records to electronic format. The Records Coordinator will plan, develop, administer and implement document support functions that affect all County departments. The proposed salary is $4,797.10 per month (Step 1) through $5,830.92 per month (Step 5).
ALTERNATIVES:
The Board of Supervisors could elect to not amend the Alphabetical Listing of Classes and Salaries to add the classifications Pharmacy Specialist and Records Coordinator at the recommended salary. However, this is not recommended as the Departments have requested these new classifications and the Board of Supervisors previously approved adding one Records Coordinator-TBD (to be determined) position and may be asked to add one Pharmacy Specialist position as part of the FY2016/17 Midyear report. If a regular Pharmacy Specialist position is not created, the extra-help employee will be paid at this pay rate as an extra-help employee and not as a contract employee.
OTHER AGENCY INVOLVEMENT:
Human Resources worked with the Health and Social Services Department in creating the class specification for the Pharmacy Specialist class. Regulatory, Technical and General Services classes are represented by SEIU, Local 1021 (Union) and on September 14, 2016, the Union’s Regional Field Director was provided the proposed class specifications revisions for review. The Union indicated that they did not wish to meet and confer over this new class.
Human Resources worked with the General Services Department in creating the class specification for the Records Coordinator class. Regulatory, Technical and General Services classes are represented by SEIU, Local 1021 (Union) and on July 21, 2016, the Union’s Regional Field Director was provided the proposed class specifications revisions for review. Following rescheduling then cancelling a meeting, the Union indicated that they no longer wished to meet and confer over this new class.
