DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve and present a plaque of appreciation honoring Roxanne Martin, LMFT, Mental Health Clinical Supervisor, upon her retirement from the Behavioral Health Division with over 18 years of dedicated public service to Solano County.

 

SUMMARY/DISCUSSION:

 

Roxanne Martin began her tenure at Solano County Health and Social Services in 2000 as an intern and was hired as an extra help clinician in February 2002. She secured a permanent clinician position in January 2003 in the Youth Development Program and was ultimately promoted to Mental Health Clinical Supervisor of the Family Preservation Team in December 2010. In March 2013, when the Family Preservation Team’s grant funding expired, Ms. Martin was transferred to supervise the Full Service Partnership Unit, a team that services youth and families with the most complex mental health needs. She accepted this challenge with enthusiasm.

 

Ms. Martin has been an integral member in the children’s mental health programs due in part to her “can do” attitude, commitment, and true passion to promote the health and well-being of children and families. She spent over 18 years at Solano County serving children and families and worked tirelessly to reduce the stigma that is associated with accessing behavioral health treatment services. She exuded warmth and compassion when interacting with County clients and the public at large. If a barrier had the potential to delay or deny a child from receiving a needed service, Ms. Martin consistently advocated for the client, using her care, resourcefulness and persistence to overcome the barrier.

 

Ms. Martin’s strengths not only lie in her customer service skills and advocacy for those who are vulnerable and marginalized, but she also possesses institutional knowledge about processes and procedures within the County which has proven to be invaluable.  Having developed a wealth of knowledge by working in a variety of programs in the Department and the local community, she has been the “go-to” person for many questions that are posed by her colleagues. She has served this county - colleagues, direct reports, and clients - with integrity, honesty and compassion for the youth and families, while remaining flexible, adaptable, and supportive throughout her tenure.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2020/21 Adopted Budget.  The costs associated with preparation and purchase of the plaque are included in the Board’s FY2020/21 Adopted Budget.

 

ALTERNATIVES:

 

The Board could choose to not adopt the plaque of appreciation. This is not recommended as this is an opportunity to recognize Roxanne Martin’s contributions to Solano County at the time of her retirement.

 

OTHER AGENCY INVOLVEMENT:

 

There is no other agency involvement in this agenda item. However, Ms. Martin consistently and successfully interacted with other agencies that served youth and families.
