DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board of Supervisors:

 

1.                     Authorize the Director of Resource Management to award and execute three contracts for driveway and lighting improvements at the County’s Cordelia Road Campus facility and lighting improvements at the Vacaville Corporation Yard, up to $530,000; and

 

2.                     Approve an Appropriation Transfer Request to move $100,000 from contingencies to other professional services in the Consolidated Service Area Fund (4/5 vote required).

 

SUMMARY:

 

The County has been working towards full utilization of the County’s facility at 2543 Cordelia Road by relocating the Department of Agriculture, Weights and Measures, as well as some divisions from General Services (Surplus and Mail Services) at this location. The proposed improvements to the delivery access driveway to the facility were always anticipated as part of the Cordelia Road Campus project, which is largely a gravel driveway with a narrow paved portion that needs improvement. General Services and the Department of Resource Management are also recommending security lighting additions to the Cordelia Road Campus facilities, as well as to the County’s Vacaville Corporation Yard to improve the safety and security of these facilities.

 

In order to deliver this work, the Department of Resource Management needs to retain an electrical engineering company for $30,000 to design the security lighting at the two facilities.  The department also needs to contract for the driveway improvement work ($400,000), as well as contract for the security lighting construction ($100,000). With the Board’s authorization, the department will award and execute contracts for these services.  For the lighting work, the Board needs to approve an Appropriation Transfer Request.

 

FINANCIAL IMPACT:

 

The driveway improvements are in General Services’ budget for FY2016-17.  The electrical engineering and contracting work is an eligible expense for the Consolidated Service Area Fund, but this was not budgeted for this fiscal year.  Therefore, the Board must approve the ATR to move $100,000 from the Fund’s contingencies to become eligible for expenditure on the work. There is no impact to the General Fund. 

 

DISCUSSION:

 

The driveway improvements will bring the driveway surfaced width to a uniform 18 feet of width (21 feet width including shoulders), with a full asphalt concrete overlay.  Other improvements include fog striping, reflective markers along the Solano Irrigation ditch edge of the driveway, guard rail at the drainage crossing (approximately 20 feet in length), and fence relocation for improved turning radius at the facility.

 

The lighting improvements will install low-wattage LED security lights around some of the perimeter fences, parking areas, and buildings of both the Cordelia and Vacaville facilities.  These lights will be motion activated to assist employees working after dark, as well as to deter unauthorized entry.

 

ALTERNATIVES:

 

The Board may choose not to authorize the execution of these contracts, nor approve the ATR. This is not recommended, as the work is recommended to bring the access driveway up to a standard all-weather condition, and the lighting enhances the safety and security of the County’s facilities.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this item as to form, and will review and approve the contracts prior to execution.  The Departments of General Services and Agriculture, Weights and Measures were consulted in development of the scope of work for this project.
