DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors:
1. Authorize the Department of Resource Management to solicit for bid and award contracts for the Stevenson Bridge Rehabilitation Project, the Vallejo Sidewalk Gap Connector Project and the Surface Seal Project 2025, totaling up to $12,250,000; and
2. Authorize the Director of Resource Management to execute the contracts and to make necessary amendments to these executed contracts within budgeted appropriations that do not exceed 10% of each contract amount.
SUMMARY:
The Department of Resource Management (Department) will need to solicit for bid, award, and execute up to $12,250,000 in contracts for the following projects to continue the 2025 construction season:
1. Stevenson Bridge Rehabilitation Project totaling $10,500,000
2. Vallejo Sidewalk Gap Connector Project totaling $1,500,000
3. Surface Seal Project 2025 totaling $250,000
These projects are approved as part of the FY2025/26 workplan of the current five-year Public Works Capital Improvement Plan (CIP) and each contract will be bid and/or solicited separately. With the Board’s authorization, the Department will solicit, award, and execute contracts to facilitate contract work. The Board’s authorization will also grant the Director authority to execute the contracts and to approve necessary technical amendments to address minor changes to the scope of work, term extensions, change orders, and amendments within budgeted appropriations and up to 10% of each contract amount.
FINANCIAL IMPACT:
There is no impact to the General Fund. The Stevenson Bridge Rehabilitation Project will use $8.7 million in federal aid funds toward construction, $1.65 million from the Road Fund for local matching funds for the total project cost, and $1.65 million from Yolo County in a partnership share of local match funds for a total project cost of $12,000,000. Of this, $1,500,000 is authorized for preconstruction costs already underway. The Vallejo Sidewalk Gap Connector Project totals $1,500,000 with $1,440,000 paid from the Road Fund and $60,000 from Transportation Fund for Clean Air grant funds. The Surface Seal Project 2025 will total $250,000 and will be paid by the Road Fund.
The projects are all included in the Department’s FY2025/26 Working Budget. The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget.
DISCUSSION:
Stevenson Bridge Rehabilitation Project
Solano County, Yolo County, Caltrans, and the Federal Highway Administration have been working for over a decade to plan for the rehabilitation of Stevenson Bridge, a 298-foot concrete tied-arch bridge that is structurally and seismically deficient. Stevenson Bridge offers a critical connection between Solano and Yolo Counties as it spans over Putah Creek.
The Stevenson Bridge Rehabilitation Project will repair and improve the Bridge with new foundation elements, structural seismic retrofitting, new approach guardrails, scour protection, and realignment of the southern roadway approach. As the lead delivery agency, Solano County will solicit bids and then award and execute a construction contract that will perform the work.
Vallejo Sidewalk Gap Connector Project
The project will replace old sidewalks and add new sidewalks within the unincorporated Starr Subdivision, south of Benicia Road. The project will also close the sidewalk gap along Evans Avenue and connect the pedestrian route to Curtola Parkway.
Surface Seal Project 2025
The project will provide surface preparation and crack seal to a series of roads south of Dixon, west of Fairfield, and north of Vacaville.
ALTERNATIVES:
The Board may choose not to authorize the solicitation, award, or execution of these contracts. This is not recommended as the contracts are necessary to complete fall projects anticipated and already approved in the CIP which will rehabilitate critical infrastructure and enhance public safety.
