HUMAN RESOURCES' RECOMMENDATION:
The Department of Human Resources recommends the Civil Service Commission establish the Latent Print Examiner I classification specification and modify the Latent Print Examiner II classification specification.
SUMMARY:
The Department of Human Resources recommends the Civil Service Commission establish the Latent Print Examiner I classification specification and modify the Latent Print Examiner II classification specification. Human Resources was asked to revise and update the existing Latent Fingerprint Examiner classification for future recruitment efforts and to create an entry level classification to allow for recruitment of entry level candidates that can be trained and promoted to the journey level once the skills and experience are obtained. The proposed amendments will expand the applicant pool which will assist with the County’s recruitment efforts.
DISCUSSION:
The Latent Fingerprint Examiner classification is represented by SEIU, Local 1021. There are two allocations of Latent Print Examiner in the Sheriff's Office. This classification is not allocated to any other departments in the County.
The Latent Fingerprint Examiner is a journey level classification. The incumbents perform skilled technical work on friction ridge detail examinations for criminal identification. This is an experienced classification that requires certification as a latent print examiner and requires previous work experience. This limits the County’s ability to recruit, hire, and train entry level candidates into the County. Therefore, Human Resources was asked to revise and update the existing Latent Fingerprint Examiner classification for future recruitment efforts and to create an entry level classification to allow for recruitment of entry level candidates that can be trained and flexibly promoted once the skills and experience are obtained.
Human Resources staff met with the department and reviewed their needs. The proposed classification specifications will expand the applicant pool which will assist with the County’s recruitment efforts.
Attached is a copy of the final version of the new Latent Print Examiner I classification specification and copies of the “add/delete” version of the Latent Print Examiner II classification specification showing the amended text as well as copies of the final version.
ALTERNATIVES:
The Civil Service Commission could elect not to approve the proposed classification specifications; however, this is not recommended as the new Latent Print Examiner I classification will expand the applicant pool, and the revised Latent Print Examiner II classification will provide for consistency between the two levels.
OTHER AGENCY INVOLVEMENT:
Human Resources staff worked with staff from the Sheriff’s Office on the modification and proposed new classification specifications. On January 31, 2025, the County notified SEIU, Local 1021 of the proposed changes and provided the proposed classification specifications. SEIU did not respond to the emailed notification. The County has met its obligation to meet and confer over the proposed classification specifications.
