DEPARTMENTAL RECOMMENDATION:
The Probation Department recommends the Board of Supervisors receive a presentation highlighting current programs and project initiatives including the development of the Solano Transforming Hope into Resilience, Inspiration, Vision, and Empowerment (THRIVE) Center, an update on the Secure Youth Treatment Facility (SYTF), and the purchase of the grant funded Probation Outreach Vehicle.
SUMMARY/DISCUSSION:
Solano County Probation has evolved into an agency focused on evidence based (EBP) and evidence informed practices. The comprehensive array of services offered, in addition to the methods used for monitoring and supervision, has allowed the department to continue to move in a forward direction. The Probation Department continues to strive to change lives, have a positive impact and together make a difference in the interests of public safety.
With the support and grant funding awarded through the Department of Justice (DOJ) Office of Juvenile Justice Delinquency Prevention (OJJDP), Probation is developing a prevention and early intervention center. The Transforming Hope into Resilience, Inspiration, Vision and Empowerment (THRIVE) Center, is anticipated to open in the fall of 2026. The Center will be a community resource center for youth (ages 5-17) and families with services and supports accessible in one convenient location. Projected services include mental health services, academic support and enrichment, and barrier removal services with connection to resources such as food or transportation. This effort will focus on a preventative system that is designed to help youth and families thrive and to ensure families in Solano County have support when facing challenges. By offering services at an earlier point in time, the ultimate goal is to reduce incidences of delinquency and subsequent involvement of youth in the juvenile justice system.
Pursuant to SB 823, Probation oversees the Secure Youth Treatment Facility (SYTF) program named RISE (Reaching Into Successful Endeavors), which delivers intensive services for high-risk youth. The Department provides an 8-week trauma-informed H.O.P.E. Workshop focused on healing and family engagement efforts such as RISE Family Day that strengthen rapport and improve understanding of diverse family dynamics. Despite structured supports, motivational skill-building, and pre-release connections to community services and other positive resources, youth often struggle to maintain the progress they made inside when returning to previous environments. This underscores the ongoing need for strong post-release support systems to help youth sustain progress.
Solano County Probation received a grant from Board of State and Community Corrections (BSCC) Mobile Probation Service Centers Grant Program (MPSC) that funded the purchase of the Probation Outreach Vehicle. This mobile vehicle is an innovative resource designed to increase access to services and reduce barriers for individuals facing transportation and housing challenges. The Probation Outreach Vehicle provides real-time access to probation support, referrals for service, and essential resources to help individuals meet court-ordered requirements without having to report to the office each time. Removing transportation barriers and providing increased services to meet unhoused clients where they are at improves outcomes, reduces failures to appear, enhances engagement, and promotes overall client success. By expanding the ability to serve unhoused clients and those facing access challenges through the Probation Outreach Vehicle, the Department strengthens connections, promotes successful rehabilitation and reentry, and delivers community-centered public safety.
In partnership with local agencies, the Probation Outreach Vehicle helps individuals stay connected to the resources they need to succeed and ultimately provide for a safer community. Additionally, the Probation Outreach Vehicle serves as a valuable community resource at local events, health fairs and outreach initiatives. This expanded presence strengthens partnerships, increases community engagement, and enhances awareness of the supportive services available to Solano County residents. The Probation Outreach Vehicle reflects the Department’s ongoing commitment to innovative, client-centered practices that promote accountability, and strengthen community relationships.
The Department is having a positive impact on our clients and the community with a steadfast commitment to offer services utilizing a balanced approach of accountability, treatment and rehabilitation services. The Department will continue to implement programs and services for adults and youth that make a difference and are essential to the evolution of the probation field.
