DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors conduct a Public Hearing to review and consider adopting the updated Solano County 5-Year Capital Facilities Improvement Plan for Fiscal Years (FY) 2025/26 through 2029/30.

 

SUMMARY:

 

In accordance with Section 66002 of the California Government Code, the 5-year Capital Facilities Improvement Plan (CFIP) has been updated for FY2025/26 through FY2029/30 and is available for public review online (link provided in Attachment A). The CFIP is being presented in advance of the FY2026/27 Budget Hearings to allow Board input prior to finalizing the Capital Projects funding request for FY2026/27.  A preliminary list of the recommended capital projects in FY2026/27 is included in Attachment B.

 

FINANCIAL IMPACT:

 

The cost and funding source for individual projects included in the Plan will be presented for Board consideration through each fiscal year’s Recommended Budget.

 

While projected capital fund balances are sufficient to support proposed FY2026/27 projects, some projects include assessment or design phases for larger efforts that will require additional construction funding in future years. 

 

The costs associated with preparing this agenda item and holding the public hearing are nominal and absorbed within the department’s FY2025/26 Working Budget.

 

 

DISCUSSION:

 

The CFIP is a planning document used to establish priorities, develop cost estimates and funding strategies, and support annual budget requests for County facility improvements over a five-year period. It also supports the annual update for the County’s Public Facilities Fees.  

 

The CFIP identifies facility renewal, renovation, new construction, and major maintenance needs and provides a framework to support informed decision-making regarding capital investments.  Development of the CFIP includes coordination with departments and the County Administrator’s Office to assess operational needs, space requirements, and service delivery considerations, as well as evaluation of facility conditions and lifecycle replacement needs.

 

The County continues to utilize Facility Condition Assessment (FCA) data, with the most recent update completed in 2023, to inform long-term capital renewal planning, including identification and prioritization of major building system replacements and deferred maintenance needs. The FCA indicates a growing need for ongoing investment to maintain existing facilities and reduce the likelihood of more significant repair needs over time. While the County has historically allocated funding for capital renewal, current budget conditions may limit the ability to sustain consistent annual funding levels. As a result, continued refinement of capital planning strategies will be important to align available resources with the County’s most critical facility needs.  As projects are completed and new needs are identified, FCA data will be updated to reflect current facility conditions and ongoing capital improvements and incorporated into future CFIP updates. 

 

The CFIP reflects both ongoing capital needs and newly identified requirements based on facility conditions, operational considerations, and project development, and represents current information at the time of development, which may be updated as conditions change.

 

The CFIP generally excludes projects administered directly by the Resource Management Department/Public Works, the Nut Tree Airport, and the Library, as those are reported separately to the Board; however, projects managed by the General Services Department Capital Projects Management Division on behalf of these agencies may be included, as appropriate.  The CFIP is developed and published on a web-based platform, providing an interactive format with expanded access to project information. The document may also be printed from the CFIP website (link provided in Attachment A).

 

In some cases, funding is proposed for assessment or initial design phases; approval of these phases does not obligate the Board to fund future construction, which would be considered separately.

 

The CFIP is updated annually and was last presented to the Board in February 2025.  Attachment C summarizes completed projects, those anticipated for completion by June 2026, projects in progress that will carry over into the FY2026/27, and newly identified projects included in this update. 

 

In addition, several large, grant-funded projects, including the Justice Campus Asset Protection Project (FEMA/Cal OES) and the Behavioral Health Continuum Infrastructure Program (BHCIP) project, will require significant staff coordination and delivery efforts during FY2026/27.  Recent Board actions, including the FY2025/26 Midyear budget adjustments, have refined project timing and scope, including the deferral or advancement of certain projects and addressing time-sensitive facility and infrastructure needs.  These updates are incorporated into the CFIP, where applicable. 

 

As project conditions, operational needs, and funding opportunities evolve, individual projects may be refined and presented to the Board through the annual and midyear budget processes, or as separate Board items, as necessary. 

 

Adoption of the CFIP provides planning direction and does not preclude the Board from modifying priorities during the budget process.  Adoption of the CFIP does not commit the Board to funding specific projects and is exempt from the California Environmental Quality Act (CEQA).  Individual projects will be presented to the Board for consideration and will undergo CEQA review, if required, prior to authorization to proceed with construction.

 

ALTERNATIVES:

 

The Board may choose not to adopt the updated CFIP; however, this is not recommended, as an approved CFIP provides a framework for planning and prioritizing County capital investments. 

 

The Board may direct staff to make changes to the CFIP and/or return at a later date with a revised CFIP for consideration.

 

OTHER AGENCY INVOLVEMENT:

 

The projects included in the updated CFIP were prepared with input from County departments and reviewed by the County Administrator’s Office.
