DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve the Notice of Completion (NOC) for the Northeast Hangar Taxilane Reconstruction and Drainage Improvements Project, Phase 2A located at Nut Tree Airport, 301 County Airport Road, Vacaville, constructed by OC Jones & Sons, Inc., Berkeley, CA; and

 

2.                     Authorize the Clerk of the Board to record the executed Notice of Completion.

 

SUMMARY/DISCUSSION:

 

On November 5, 2024, the Board awarded a construction contract to OC Jones & Sons, Inc., Berkeley, CA, to reconstruct failing pavement and install drainage improvements as part of the Northeast Hangar Taxilane Reconstruction and Drainage Improvements Project, Phase 2A (Project). This phase of the multi-year project involved reconstructing six taxilanes located south of the Main Taxilane, covering approximately 12,000 square yards. Work included removal of existing asphalt pavement, reconstruction of the pavement section (asphalt concrete, aggregate base, and lime-treated subgrade), installation of drainage improvements including valley gutters, and pavement striping.  These improvements bring the taxilanes into compliance with Federal Aviation Administration (FAA) safety standards and extends the pavement’s useful life by 20 years.

 

Construction began on May 27, 2025, and was substantially completed on August 1, 2025. All punch list items were completed as of February 26, 2026. All project requirements and contract obligations have been satisfied, and the work was constructed in accordance with the approved plans and specifications.

 

The Department of General Services is requesting that the Board approve the NOC (Attachment A) for OC Jones & Sons, Inc., and authorize the Clerk of the Board to record the document in order to release the retention funds held by the County.

 

During construction, one change order totaling $70,445 was issued to address unforeseen conditions including a utility conduit not shown on the plans, additional materials, and related work determined necessary to complete the Project. The additional costs were accommodated within the overall project budget, utilizing available funds from other project expense categories, including project management and Airport administrative costs.  The Project is now complete.

 

FINANCIAL IMPACT:

 

The Board approved a project budget of $2,896,762 (BU 9020) funded through an FAA grant, a Caltrans matching grant, and an Airport local match. The construction contract with OC Jones & Sons, Inc. was approved in the amount of $2,471,006, and one contract change order totaling $70,445 was issued, resulting in a final construction contract of $2,541,451. The total project cost, including project management and administrative services, is $2,896,762.  The Project budget and expenses are summarized in Attachment B.

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to execute and record the Notice of Completion. This action is not recommended since OC Jones & Sons, Inc., has successfully fulfilled the terms of the contract. Failure to adopt the NOC will prevent the release of retention, which could result in adverse claims.

 

OTHER AGENCY INVOLVEMENT:

 

Close coordination was maintained with the FAA, including engineering review of project design plans and specifications. The Nut Tree Airport Advisory Committee was briefed prior to construction and kept apprised with updates during the 2024-2025 committee meetings. The Purchasing Division of the General Services Department assisted with the project bidding process. The Sheriff’s Office provided the use of surveillance cameras on the ramp and increased patrol presence during construction activities. County Counsel reviewed and approved the recommended contracts and FAA grant agreement as to form.
