DEPARTMENTAL RECOMMENDATION:

 

The Sheriff’s Office recommends the Board of Supervisors:

 

1.                     Approve an expenditure contract with Michael Brady for incident command system training for the period of August 1, 2026, through June 30, 2027, in the amount of $197,500;

 

2.                     Approve a multi-year revenue Memorandum of Agreement with the City of Rio Vista for the Sheriff’s Office to provide law enforcement services for the period of July 1, 2026, through June 30, 2029, in the amount of $3,825,102 for the first year;

 

3.                     Delegate authority to the County Administrator, with County Counsel concurrence, to execute these contracts and any subsequent amendments to these contracts up to an annual aggregate of $74,999 per contract;

 

4.                     Authorize the Sheriff, Undersheriff, or Director of Administrative Services to execute any amendments which are technical or administrative in nature and have no fiscal impact.

 

 

SUMMARY/DISCUSSION:

 

The proposed contracts provide for the continuation of ongoing services that exceed the Board-approved threshold established in the County Purchasing and Contracting Policy Manual. They were not included in the Master List of Contracts that was approved by the Board on June 23, 2026, because the review required by Assembly Bill (AB) 339 was not completed before the Master List of Contracts was presented.

 

Michael Brady: Under the coordination of the Solano County Office of Emergency Services, Michael Brady facilitates multiple emergency readiness and incident command system training courses for County employees who may be called upon to staff the Emergency Operations Center. Each course is State Certified by CalOES - California Specialized Training Institute and will be taught by two instructors. The recommended contract, effective August 1, 2026, provides for continued service.

 

City of Rio Vista: The Sheriff’s Office provides law enforcement services to the City of Rio Vista that encompasses duties and functions customarily rendered by the city police department under State statutes including, but not limited to, the enforcement of State statutes and city codes and ordinances, traffic enforcement, and other special services. The cost of services is offset by contracted service revenue from the city. The new three-year agreement provides for continued law enforcement services and expands responsibilities related to records and Public Records Act (PRA) response.

 

FINANCIAL IMPACT:

 

The Michael Brady contract of $197,500 is funded entirely by General Fund.  The Sheriff’s Office’s FY2026/27 Working Budget includes sufficient appropriations to cover the anticipated contract costs. The County’s Standard Contract allows the County to terminate or amend a contract if funding becomes unavailable during the term of the contract.

 

The Sheriff’s Office FY2026/27 Working Budget includes sufficient appropriations necessary to provide law enforcement services to the City of Rio Vista and fully offsetting revenue. The administrative fee percentage negotiated by the County Administrator’s Office is increasing to three percent for FY2026/27, to five percent for FY2027/28, and to seven- and one-half percent for FY2028/29.  This administrative fee covers related indirect costs of providing services.

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2026/27 Working Budget.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to approve the contracts; however, this alternative is not recommended as the proposed services are critical for the Sheriff’s operations and for the Solano Operational Area.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has approved these contracts as to form.
