DEPARTMENTAL RECOMMENDATION:
The General Services Department recommends that the Board of Supervisors:
1. Conduct a workshop to receive an informational update on County-owned building assets, including an overview of locations, facility portfolio value and condition, annual capital facility improvement plan development, and potential significant capital improvement projects; and
2. Consider providing direction to the General Services Department on upcoming capital projects and the development of the Capital Facilities Improvement Plan.
SUMMARY:
On March 12, 2024, the Board received a presentation on the 5-Year Capital Facilities Improvement Plan (CFIP) for Fiscal Years 2023/24 through 2027/28. The CFIP reflects a thorough assessment of County building needs, priorities, and available funding to address these needs. At the presentation, the Board requested that a workshop be conducted prior to the next annual 5-Year CFIP. The goal of the workshop is to gather feedback and input on upcoming capital projects to assist the Board in establishing CFIP priorities.
FINANCIAL IMPACT:
There is no cost to conducting the workshop. No funding is requested at this time for capital improvement projects discussed during in the presentation. Any costs or funding needed for any improvement project or other work presented would be included in the upcoming annual 5-Year CFIP and/or fiscal year’s Recommended Budget for Board consideration.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.
DISCUSSION:
GSD manages approximately 80 County-owned buildings (approximately 2.2 million square feet) that serve the public and staff, including Veterans Memorial Halls and facilities at Nut Tree Airport (NTA). Additionally, the County Fairgrounds in Vallejo was recently added to GSD’s facility responsibilities. The Resource Management Department/Public Works separately manages several road yard facilities.
In 2017, master plans for three major County campuses in Fairfield were developed - for Solano Business Park, Downtown Fairfield, and Claybank - providing a strategic framework for capacity planning and facility expansion phasing based on projected demographic trends and service delivery needs. In 2023, GSD updated the County’s Facility Condition Assessment. This effort included 65 GSD-managed buildings comprising approximately 2 million square feet of occupied space valued at $1.3 billion in replacement cost. The overall portfolio condition was found to be “good” on average yet with $194.2 million in renewal requirements over the ensuing five-year planning period to be prioritized within available funding. Certain buildings assessed are nearing the end of their useful life, raising the question of the benefit of further capital investment.
The annual 5-Year CFIP document identifies facility renewal, renovation, new construction, and major maintenance recommendations over a five-year period to assist the Board in making facility-investment decisions that preserve the quality and value of County real estate assets. In developing the draft CFIP, GSD works with departments and the County Administrator’s Office to validate future County operational needs related to building space requirements and potential changes in service delivery models. Projects in the CFIP attempt to address prioritized needs within funding limits.
ALTERNATIVES:
The Board may choose not to conduct the workshop or provide direction to staff. However, this is not recommended because the Board decides which capital projects to fund with each fiscal year’s capital budget, and this presentation provides information that may inform that decision-making process.
OTHER AGENCY INVOLVEMENT:
GSD has coordinated with the County Administrator’s office on this presentation.
