DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors present a plaque of appreciation to Fred Connor, Senior Buyer, upon his retirement from the Department of General Services with over 16 years of dedicated service to Solano County.
SUMMARY/DISCUSSION:
Fred Connor will retire from County service effective August 2, 2017 spending 6 years as a County Buyer and the past 10 years of service as the County’s Senior Buyer with the Department of General Services.
Fred began his County career in October 2001 as a Procurement Services Officer, in the Department of General Services. In 2002, during a classification and compensation study, Fred was reclassified to Buyer and then in 2007, Fred was promoted to the Senior Buyer classification; the position he has held until his retirement.
As the Senior Buyer, Fred has assisted the two Buyers and the Central Services team in securing bids and purchasing a variety of items and commodities for departments.
During his tenure as the Senior Buyer, Fred has advanced initiatives to transition purchasing and procurement into electronic procurement and assisted with streamlining procurement practices for the County. As a buyer he has purchased countless vehicles for the County Sheriff and was instrumental in the procurement of the County’s Urban Assault Vehicle and capably annually secured commodities for the Resource Management Department for all road repair and maintenance materials including procuring the needed trucking services. During his County career Fred has guided County Department staff through the intricacies of governmental procurement with competence, patience, and a sincere desire to better serve the residents of Solano County.
Prior to working for the County, Fred served in the United States Air Force. Fred retired from Air Force Service after serving for twenty-six years in the capacity of Senior Master Sergeant.
The County teams which Fred has worked with and assisted, including those in the Sheriff’s Office, Resource Management, and General Services, and the citizens of Solano County have benefited greatly from Fred’s dedication, experience, and superior customer service. He will be greatly missed.
FINANCIAL IMPACT:
The cost of providing the plague of appreciation is included in the County’s FY2017/18 Adopted Budget. There is no additional impact to the General Fund.
ALTERNATIVES:
The Board could choose to not approve and present the plaque of appreciation. This alternative is not recommended because Mr. Connor’s service to Solano County is worthy of recognition and provides a positive example for others.
OTHER AGENCY INVOLVEMENT:
The County’s Administrator’s Office has reviewed the item and concurs with the Department’s recommendation.

APPROVE DEPARTMENTAL RECOMMENDATION
