DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services recommends that the Board of Supervisors:
1. Approve a contract with Bay Area Community Services, Inc. for $255,000 and a contract with Caminar, Inc. for $571,066 for the period of September 29, 2026, through June 30, 2027, to provide transitional housing services to individuals who are homeless or at-risk of homelessness and who have identified behavioral health needs; and
2. Delegate authority to the County Administrator to execute the agreements and any subsequent amendments, with County Counsel concurrence, up to an annual aggregate of $74,999 per contract.
SUMMARY/DISCUSSION:
In March 2024, California voters approved Proposition 1, establishing the Behavioral Health Services Act (BHSA), replacing the former Mental Health Services Act. BHSA restructures behavioral health funding to prioritize individuals with the most significant mental health needs, expands substance use disorder (SUD) treatment, serious mental illness (SMI) treatment, strengthens housing interventions, and increases the behavioral health workforce. Housing Interventions is one of three main funding components under BHSA. The services funded through these recommended contracts are included in the Solano County BHSA Three-Year Integrated Plan for FY2026/27-FY2028/29 which was approved by the Board on June 9, 2026.
To ensure the timely delivery of essential services to Health & Social Services (H&SS) clients and maintain compliance with County, State, and federal requirements, contracts with Bay Area Community Services (BACS) and Caminar, Inc. will provide supported transitional housing to individuals who are homeless or at-risk of homelessness and with serious mental illness (SMI), substance use disorders (SUD), or co-occurring SMI/SUD. Both BACS and Caminar, Inc. have demonstrated successful outcomes under their FY2025/26 contracts during which BACS served 12 unduplicated clients, including five placed in permanent housing, four in independent rental housing, and one in shared rental housing. Caminar, Inc., delivered shelter and supportive services serving 46 unduplicated clients, with 22 clients successfully discharged into permanent housing.
Approval of these contracts will allow continuation of these services that are consistent with BHSA goals, maintain program stability, and support ongoing efforts to improve housing outcomes for Behavioral Health clients.
FINANCIAL IMPACT:
The FY2026/27 Working Budget includes sufficient appropriations for both contracts. Revenue from the BHSA Housing Intervention Component will fund these agreements. There is no impact on the County General Fund.
ALTERNATIVES:
The Board may choose not to approve these contracts. This action is not recommended, as the services provided are included in the approved Behavioral Health Services Act Three-Year Plan and provide critical support to populations served by H&SS Behavioral Health.
