DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors approve an amendment to the Public Works Capital Improvement Plan FY2023/24 through FY2028/29 to include various building, lighting, repair and paving projects.
SUMMARY:
The Department of Resource Management (Department) uses the annual Public Works Capital Improvement Plan (CIP) to plan large projects, establish budgets, apply for grants, and allocate staff resources. Since the Board’s last approval of the CIP on November 13, 2023 (Attachment A), the Department has been reviewing new work requests, funding updates and other changes which now necessitate an Amendment to the CIP, with projects beginning in calendar year 2024. Attachment B lists the Department’s proposed changes to the Public Works Capital Improvement Plan. Once amended, the Department will begin the process of researching funding opportunities and planning for delivery dates.
FINANCIAL IMPACT:
Projects slated for FY2024/25 are included in the Department’s FY2024/25 Recommended Budget with the exception of a Public Works led project in support of a larger radio interoperability project which is funded from a combination of State earmark and County General Fund and included in the Department of Information Technology’s FY2024/25 Recommended Budget. Future-year projects will be included in corresponding future-year budgets. The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.
DISCUSSION:
The Department has an established system of planning and funding transportation projects which are annually reviewed through the 5-Year Capital Improvement Plan process. Most of the projects listed below are Road Fund eligible, but the Department regularly seeks other regional, State and federal funding to supplement and/or fully fund these various projects. Grant funding opportunities generally require that projects and programs be included in the local agency’s CIP and eventually in other regional plans.
The Department’s current list of road and bridge projects that are changing are included in the Amendment, as follows:
Benicia/Southampton Radio Tower Building
The Department of Information Technology recently received a State earmark to demolish and replace the existing Southampton Radio Tower support building in Benicia. The earmark funds have a short schedule for turnaround but pair well with the Department of Resource Management’s plans for demolition and replacement of the garage structure at the Rio Vista Corporation Yard. The pairing of the projects is anticipated to create time and bid unit cost savings.
Rio Vista Yard Garage Facilities
The Department is planning to demolish the existing dilapidated garage structure and small storage structures at the Rio Vista Corporation Yard. A new garage building and a small storage building will be built in similar locations.
Bridge Methacrylate Repairs
Caltrans has recently identified several Solano County bridges which need bridge deck sealing to maintain deck structural rebar in good condition. The Department plans to have methacrylate sealant applied through specialty contracting.
Gates Canyon & Mix Canyon Road Fire Access Improvements
Several landowners and the Vacaville Fire Protection District have requested asphalt concrete pavement surfacing over some limited and steep gravel sections of Mix Canyon Road and Gates Canyon Road. The Department plans to add these pavement improvements into the planned paving project anticipated for 2025.
Lighting Improvements
With the completion of the countywide LED light conversion effort, the Department is now looking to install new solar LED lights on various poles and at intersections countywide that are currently inaccessible to PG&E service.
Lyon Road Improvements
The Department did not receive grant funding last year but will be applying for a Highway Safety Improvement Program grant for Lyon Road in August. The updated schedule for constructing improvements pairs with a potential grant delivery timeline.
Creed Road Secondary Access Route
Over the last 18 months, the Department has been participating in the Military Installation Resilience Review (MIRR) draft study which is helping to prioritize projects around Travis Air Force Base. While Creed Road is a top 3 priority project, the opportunity to submit a grant application is pending until the MIRR study is complete and more work is done internally for a connection. The Department is planning delivery in the CIP to better align with grant application and interconnection delivery.
The ongoing federal stimulus and infrastructure funding will be generating numerous transportation grant opportunities for the next couple years. Incorporating these projects into the CIP through an amendment will allow the Department to seek any reasonable grant opportunities that arise within the next 6 months and the Department will include them in the next full CIP.
ALTERNATIVES:
The Board of Supervisors may choose not to approve the CIP Amendment. This is not recommended since project inclusion in the CIP is frequently a grant requirement and inclusion in the CIP will provide Department staff the necessary Board direction to obtain grants and funding for needed improvements.
OTHER AGENCY INVOLVEMENT:
Department staff consulted with Department of Information Technology staff, Caltrans, the Solano Transportation Authority, and various staff involved in the Travis AFB MIRR grant effort.
