DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve a plaque of appreciation recognizing Cristina Hangman, Mental Health Specialist II, upon her retirement from Solano County with over 17 years of dedicated public service in the Department of Health and Social Services, Behavioral Health Division.

 

SUMMARY/DISCUSSION:

 

Cristina Hangman began her career with the Solano County Department of Health and Social Services, Behavioral Health Division, as a mental health specialist II on December 21, 2006. During her time with the Behavioral Health Division, she played a vital role in the inpatient mental health services workflow and functioned as a patients’ rights advocate, a mandated role for all counties to help ensure that people with mental illness receive quality treatment from facilities.

 

Ms. Hangman has provided representation for thousands of individuals who, over the years, have experienced an inpatient legal hearing to determine if they should continue to receive involuntary inpatient psychiatric treatment or if they should be discharged back to the community. Ms. Hangman’s role was unique and essential, helping to ensure that only patients who truly needed to continue with inpatient care on an involuntary basis were kept on that legal status, and the others discharged back to their homes and communities. 

 

Ms. Hangman retired on May 8, 2024, and the department and her colleagues wish her all the best in her future endeavors.

 

FINANCIAL IMPACT:

 

The cost associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget. The costs associated with the purchase of the plaque are included in the Board’s FY2023/24 Working Budget.

 

ALTERNATIVES:

 

The Board of Supervisors may choose not to approve this plaque of appreciation. This is not recommended as it is an opportunity to acknowledge Ms. Hangman for her 17 years of dedicated service to Solano County.
