DEPARTMENTAL RECOMMENDATION:

 

The Department of Human Resources recommends the Board of Supervisors adopt a resolution amending the Alphabetical Listing of Classes and Salaries to add the classification of Latent Print Examiner I with a monthly salary range of $5,457.11 - $6,633.16 and amend the title of Latent Fingerprint Examiner to Latent Print Examiner II with no change to the salary range.

 

SUMMARY:

 

The existing Latent Fingerprint Examiner classification is being revised for future recruitment efforts and to create an entry level classification to allow for recruitment of entry level candidates who can be trained and promoted to the journey level once the necessary skills and experience are obtained. The new Latent Print Examiner I and amended Latent Print Examiner II classifications were approved by the Civil Service Commission on March 12, 2025.

 

FINANCIAL IMPACT:

 

There is no cost to adding the Latent Print Examiner I salary to the Listing of Classes and Salaries. Funding for this position is included in the Sheriff’s FY2024/25 Working Budget. The costs of preparing this agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.

 

DISCUSSION:

 

The Latent Print Examiner classification is exclusive to the Sheriff’s Office and currently is an experienced journey level classification that requires certification as a latent print examiner, as well as previous work experience performing skilled technical work on friction ridge detail examinations for criminal identification. The classification’s minimum requirements have limited the County’s ability to recruit, hire, and train entry level candidates for the position into the County. The Sheriff’s Office requested a revised and updated Latent Fingerprint Examiner classification to enhance future recruitment efforts and to create an entry level classification to allow for recruitment of entry level candidates who can be trained and flexibly promoted once the necessary skills and experience are obtained.

 

Human Resources staff met with the Sheriff’s Office to review their needs and the resulting amendments are expected to expand the applicant pool and assist with the County’s recruitment efforts. The new Latent Print Examiner I and amended Latent Print Examiner II classifications were approved by the Civil Service Commission on March 12, 2025.

 

ALTERNATIVES:

 

The Board of Supervisors could elect not to amend the Alphabetical Listing of Classes and Salaries to add the Latent Print Examiner I classification at the recommended salary range and amend the title of Latent Fingerprint Examiner to Latent Print Examiner II; however, this is not recommended as the new Latent Print Examiner I classification provides an opportunity for entry level applicants, likely expanding the applicant pool, and the revised Latent Print  Examiner II classification will provide for consistency between the two levels and a promotional opportunity for entry level staff once they achieve the required experience and certification.

 

OTHER AGENCY INVOLVEMENT:

 

Pursuant to the County’s Employer-Employee Relations Rules and Regulations (EERRR), Human Resources notified SEIU, Local 1021 of the proposed salary range for the Latent Print Examiner I classification; SEIU elected not to meet and confer over the proposed salary range. The County has met its obligation to meet and confer over the proposed salary range for the Latent Print Examiner I classification.
