SUMMARY/DISCUSSION:
On July 25, 2023, the Board adopted Resolution 2023-166 (Attachment A) authorizing the Director of Human Resources to conduct a salary survey of appointed department heads, assistant department heads, and unrepresented chief deputies every four years in January, beginning January 2024. The resolution also affirmed that a market-based salary survey, consistent with the methodology used for elected department heads and all other county employees, is a fair and appropriate survey approach for determining salary adjustments for appointed department heads and assistants. On the same date, the Board adopted Resolution 2023-167 (Attachment B) amending the Alphabetical Listing of Classes and Salaries to modify the monthly salary range of elected department heads. The Board also modified the salary ranges for elected assistants, chief deputy classifications, where appropriate, and the Public Defender.
In line with these resolutions, the Department conducted an internal salary survey as directed. To ensure accuracy and transparency of the results, the Department retained Ralph Anderson & Associates, a classification and compensation consulting firm, to validate the survey results. The outcome of this third-party review has led to recommended salary adjustments for 15 department head and assistant department head classifications. The survey results also supported a salary adjustment for the County Administrator (CAO) to $29,182.37 but is not included in the recommended adjustments due to the fact that the CAO salary is established under a separate contract.
The salary survey results revealed that these positions were, on average, between 2.3% and 11.3% below median salary for comparable positions (Attachment C). There are eight positions identified above market median which will not receive adjustments. The Department recommends adjusting the salary ranges by 50% of the difference between the current salary and the median, which represents approximately 1.15% to 5.65% of the gap, with the remaining adjustments to be made in FY2025/26.
Resolution 2023-166 rescinded previous percentage-based wage separation resolutions and directed the Department to instead use a salary survey to establish compensation for all department heads, elected and appointed, and all assistant department heads and unrepresented chief deputies. This action confirms the previous direction.
FINANCIAL IMPACT:
The cost associated with the preparation of the agenda item is nominal and is absorbed by the Department’s FY2024/25 Working Budget. The estimated total annual cost (salaries and benefits) is $492,000, with an estimated County General Fund impact of $289,000. The costs will be absorbed by each department’s FY2024/25 and FY2025/26 Working and Recommended Budgets.
ALTERNATIVES:
The Board of Supervisors could elect not to adopt the resolution; however, the Department of Human Resources would not recommend this alternative since the recommended salary range adjustment is commensurate with the responsibilities and duties of these positions and is based on surveyed comparable agencies as recommended by prior Board action.
