DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends the Board of Supervisors:
1. Approve a Napa/Solano Area Agency on Aging contract with Innovative Health Solutions for $78,284 to support the transition of the CalFresh Healthy Living program for older adults for the period of December 1, 2025 through March 31, 2026; and
2. Delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to a FY2025/26 aggregate of $74,999.
SUMMARY/DISCUSSION:
The Napa/Solano Area Agency on Aging (N/S AAA) distributes funds from the California Department of Aging (CDA) for Planning and Service Area 28 Older Americans Act services. Napa/Solano Area Agency on Aging service priorities include nutrition, transportation, emergency housing assistance, and information and referral for the older adult populations in Napa and Solano Counties.
The CalFresh Healthy Living Program has been helping older adults make informed choices about healthy food and adopt physically active lifestyles to promote health and prevent disease. In August 2025, N/S AAA was informed that funding for the CalFresh Healthy Living Program grant would end on September 30, 2025, with an option for local agencies to request a one-time grant to perform close-out activities related to the CalFresh Healthy Living program. With CDA approval, $78,284 is available in one-time carry-over funds to support the program sustainability through March 31, 2026.
These transition activities include tasks such as notifying participants, maintaining adequate staffing to continue the activities, and supporting the transition of clients to other community service providers by the program closure date of March 31, 2026. According to the CDA, the N/S AAA can utilize additional revenue to supplement presently financed programs.
FINANCIAL IMPACT:
The funding for the agreement is provided by CDA and appropriations for the agreement are included in the N/S AAA’s FY2025/26 Working Budget. There is no impact on the County General Fund.
ALTERNATIVES:
The Board may choose not to approve this contract. This is not recommended because this contract will provide vital services and activities to older adults in Solano County.
OTHER AGENCY INVOLVEMENT:
The Napa/Solano Area Agency on Aging Oversight Board and Napa/Solano Area Agency on Aging Advisory Council were consulted to prepare this Board Item.
