DEPARTMENTAL RECOMMENDATION:

 

The Sheriff recommends that the Board of Supervisors:

 

1.                     Approve a contract with Anne Chiruvolu, D.V.M. with a not to exceed amount of $153,466 to provide veterinary services for the period July 28, 2025 through June 30, 2026;

 

2.                     Delegate authority to the County Administrator to execute the contract and any subsequent amendments, pending County Counsel concurrence, with an annual aggregate not to exceed $74,999; and

 

3.                     Authorize the Sheriff, Undersheriff and Director of Administrative Services to execute contract amendments which are administrative or technical in nature.

 

SUMMARY/ DISCUSSION:

 

Sheriff’s Office Animal Care Services (Animal Care) currently contracts with two veterinarians: one serving as the managing veterinarian at 32 hours per week, and a second providing up to 8 hours per week, as availability permits. To meet the veterinary needs of the shelter, including mandated medical care, spay/neuter procedures, and oversight of public services such as vaccinations and the community clinic, Animal Care requires up to 64 hours of veterinary coverage per week. In April, a recruitment was conducted to secure an additional contract veterinarian. The position was advertised through the Sheriff’s Office recruitment page, social media, and statewide animal welfare job boards. Following interviews with two candidates, Dr. Anne Chiruvolu was selected.

 

The proposed contract provides for up to 24 hours per week of veterinary services and outlines the expected duties of a veterinarian for Animal Care.  The veterinarian will provide comprehensive on-site medical care for shelter animals, including routine intake examinations, ongoing health monitoring, and medical treatment guided by individualized plans. Responsibilities will include developing disease control protocols, performing sterilization and minor procedures, and participating in affordable spay/neuter clinics both on- and off-site. The veterinarian will support adoption readiness through health and behavioral assessments, vaccination, and microchipping, while also coordinating a referral network with local providers and UC Davis for advanced surgical needs and care. This role includes reporting infectious diseases and coordinating with the County Public Health Officer during outbreaks. The veterinarian will support animal cruelty investigations through medical assessments, forensic evidence collection and documentation.

 

Dr. Anne Chiruvolu was born and raised in Massachusetts, where her passion for animal welfare began with her first job at her local SPCA, cleaning cages and walking dogs. She earned her undergraduate degree in Psychology from Johns Hopkins University and relocated to California shortly thereafter. Dr. Chiruvolu initially pursued a career in education, serving in various roles before being promoted to Director of Admissions and Outreach at the University of San Diego. During this time, she also earned a master’s degree in Educational Leadership. Driven by a long-standing aspiration to become a veterinarian, Dr. Chiruvolu later transitioned to the field of veterinary medicine. She completed a postbaccalaureate program at the University of California, Berkeley, followed by earning her Doctor of Veterinary Medicine degree from the University of California, Davis. In recent years, Dr. Chiruvolu has worked in a local general practice veterinary clinic, providing compassionate care to animals and their owners. As a proud Solano County resident, she is excited to serve and give back to the community in which she lives.

 

FINANCIAL IMPACT:

 

The total cost of the proposed contract is $153,466. There are sufficient appropriations in the Animal Care Division FY2025/26 Working Budget to cover the cost of the contract, therefore, Board approval will not impact on the County’s General Fund.

 

The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to approve the contract; however, this alternative is not recommended as the proposed services are critical to animal shelter and clinic operations of the Animal Care Division.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved the contract as to form. Human Resources has reviewed and approved the contract provisions related to contract employees including the Contract Employee wages and employer-paid benefits.
