DEPARTMENTAL RECOMMENDATION:
The Sheriff recommends that the Board of Supervisors:
1. Approve a Grant Property Transfer Agreement with the City and County of San Francisco’s Department of Emergency Management to accept the transfer of 100 new General Mobile Radio Service (GMRS) radios purchased with Department of Homeland Security Urban Areas Security Initiative (UASI) funds by the Bay Area Urban Areas Security Initiative Group;
2. Authorize Solano County’s Emergency Services Manager to execute the Agreement; and
3. Approve an Appropriation Transfer Request recognizing $2,574 in unanticipated donation revenue offset by appropriations to record the donated equipment at its purchase price (4/5 vote required).
SUMMARY/DISCUSSION:
The City and County of San Francisco (San Francisco), as the fiscal agency overseeing the Bay Area Urban Areas Security Initiative Group administering the San Francisco, San Jose and Oakland Urban Area Security Initiative (UASI) has offered General Mobile Radio Service (GMRS) radios to Solano County. The Grant Property Transfer Agreement transfers ownership of 100 GMRS handheld radios newly purchased by the Bay Area UASI Group using FY2024 UASI funds to enhance community preparedness in the region.
The radios support the Emergency Radio Communications Initiative, a regional effort to strengthen disaster readiness by building up GMRS and Family Radio Service radio systems so that local governments and community partners can maintain reliable communication when traditional systems fail. The Solano Operational Area is an active partner in the Bay Area UASI Northbay Hub. The Solano County Office of Emergency Services (OES) together with the Solano County’s Auxiliary Communications Service (ACS) Team shall store, maintain, and deploy the GMRS radios to support community-based emergency communication.
FINANCIAL IMPACT:
The transferred equipment will be recorded as donated equipment in accordance with Generally Accepted Accounting Principles using the purchase price, or fair market value if applicable, at the time of transfer. The Sheriff’s Office - Emergency Services Division FY2026/27 Working Budget does not include sufficient appropriation; therefore, an Appropriation Transfer Request recognizing $2,574 in unanticipated donation revenue offset by appropriations to record the donated equipment at its purchase price. Board action will not impact the County General Fund.
Under the Agreement, OES is responsible for the maintenance and repair of the grant equipment and damages to the equipment while it is in Solano County’s possession. The maintenance costs will be absorbed within the Sheriff’s Operating Budget. The Sheriff’s Office will perform physical inventories of grant equipment concurrently with the County’s annual equipment inventory.
The costs associated with preparing this agenda item are nominal and absorbed by the department’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board can choose not to accept the equipment; however, this alternative is not recommended as non-acceptance may negatively impact the County’s capability to effectively enhance community emergency communication and preparedness.
OTHER AGENCY INVOLVEMENT:
The City and County of San Francisco prepared the Grant Property Transfer Agreement. The Agreement has been reviewed by County Counsel.
