DEPARTMENTAL RECOMMENDATION:

 

The Department of Library Services recommends the Board of Supervisors adopt and present a resolution recognizing September 2025 as Adult Literacy Awareness Month.

 

SUMMARY/DISCUSSION:

 

In 1986, the United States Congress, by Senate Joint Resolution 358, designated September as Adult Literacy Awareness Month. They authorized and requested that the President of the United States issue a proclamation which was signed by the late President Ronald Reagan on August 27, 1986. September continues to be recognized by literacy programs nationwide as Adult Literacy Awareness month.

 

Recognizing September 2025 as Adult Literacy Awareness Month heightens public awareness of the vital role adult literacy education plays in Solano County, the impact improved literacy skills have on our community, and provides an opportunity for prospective students and volunteer tutors to learn about how they can participate in a literacy program.

 

Approximately 323,000 adults, ages 16-74, reside in Solano County. According to the National Center for Education Statistics and the Program for the International Assessment of Adult Competencies for ages 16-74, 23% or over 74,000 residents of Solano County read at or below the 3rd grade level. Additionally, 28% or over 90,000 residents read at or below the 8th grade level. This equates to over 164,000 adults and brings the total of those who struggle with reading to over 50% of our adult population which severely impacts their employment opportunities, ability to help their children with schoolwork, fully understand health related information, and participate fully in community activities.

 

Solano County Library Adult Literacy Services provides free adult basic literacy and English as an additional language education programs. In addition, other programs available include family literacy activities, Career Online High School scholarships, and free books to clinics in Solano County as part of Reach Out and Read, a national pediatric literacy program.

 

Increasing literacy levels of adults in the community enables them to ensure the health and safety of their families and participate fully in Solano County communities.

 

FINANCIAL IMPACT:

 

There is no cost to recognizing September as Adult Literacy Awareness Month. The cost of preparing the agenda items is nominal and absorbed by the department’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board may choose not to adopt this resolution. This is not recommended because recognizing September 2025 as Adult Literacy Awareness Month acknowledges the importance of literacy in Solano County.

 

OTHER AGENCY INVOLVEMENT:

 

There is no other agency involvement.
