DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors adopt and present a resolution recognizing November 2025 as National Adoption Month to demonstrate appreciation for the adoptive families and social workers who provide permanency to children in need throughout Solano County.
SUMMARY:
For three decades, November has been observed as National Adoption Month across the nation to raise awareness about the thousands of children and youth in foster care awaiting permanent families. This month is also a time to reflect on the incredible dedication of those who make adoption possible.
Solano County has a long tradition of formally recognizing and appreciating the adoptive families who provide permanency to children in need, and the committed child welfare staff who facilitate and support these life-changing connections. The Solano County Adoption Month resolution helps to increase awareness about adoption in the community and inspire all towards excellence in achieving permanency for youth. This month is also a time to express deep gratitude to the dedicated caregivers, social workers, and community partners whose compassion and tireless efforts guide children through the adoption journey. Their work ensures that every child has the opportunity to experience stability, belonging, and unconditional love. By celebrating adoption and those who support it, Solano County reaffirms its commitment to building strong, supportive families and enriching the community through shared connection and hope.
FINANCIAL IMPACT:
Costs related to the preparation and purchase of resolution materials are included in the Board’s FY2025/26 Working Budget. There is no additional financial impact to the County General Fund.
DISCUSSION:
Adoption is a powerful act of love, hope, and resilience, and during National Adoption Month, Solano County honors the families, caregivers, and professionals who make it possible. Whether through foster care adoption, domestic adoption, or international adoption, welcoming a child into one’s family is an act of compassion and strength. Through innovative family-finding efforts and a commitment to honoring each child’s identity and connections, Solano County Child Welfare Services (CWS) fosters environments where children can heal, grow, and thrive.
Currently, 52 children in Solano County are in the process of adoption services. In 2024, Child Welfare Services finalized 48 adoptions. So far this program year, 17 children have been adopted, with an additional 8 post-adoptive placement assignments. These milestones are a testament to the tireless efforts of our staff and partners who work every day to ensure that every child has the opportunity to thrive in a permanent, loving home.
Solano County continues to utilize adoptive profiles and creative family-finding strategies to match youth with families who are open to building long-term, meaningful relationships. This approach honors each youth’s unique story and network, paving the way for healing, well-being, and long-term stability.
National Adoption Month is a powerful reminder that every child and young person deserves a strong support network, one that meets their needs, affirms their identity, and nurtures family, community, and cultural connections. Supportive relationships are a protective factor that can significantly improve well-being outcomes.
This November, Solano County celebrates the spirit of adoption and honors the families, caregivers, staff, and community partners who provide children and youth with the love, support, and stability, they deserve. Their dedication enriches our community with the invaluable gift of shared growth, connection, and hope.
ALTERNATIVES:
The Board may choose not to adopt the resolution. This is not recommended because National Adoption Month provides an opportunity to celebrate with adoptive parents who open their homes and hearts to children in need, and to recognize Solano County staff and other professionals who assist children in finding permanent homes.
