DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management (Department) recommends that the Board of Supervisors adopt a resolution accepting the dedication of a public roadway and public utility easement, approximately 0.58 acres along Joslin Lane (County Road No. 666) and Steiger Hill Road (County Road No. 444) for Minor Subdivision MS-23-01 (NorCal Properties).

 

SUMMARY:

 

Offers of dedication through the subdivision process are vital to ensure the proper width of public right-of-way, in accordance with the Solano County Road Improvement Standards and Land Development Requirements. The additional right-of-way widths dedicated by these actions provide for safety enhancements and improvement opportunities for the County’s road system. This may include improved sight lines, addition of shoulders and drainage ditches amongst other improvements.

 

Parcels 1, 2, and the southerly portion of Parcel 3 dedicate a 15-foot wide public roadway and public utility easement along the westerly frontage of Steiger Hill Road approximately 695-feet in length. Parcel 4 and the northerly portion of Parcel 3 dedicate a 15-foot wide public roadway and public utility easement along the westerly frontage of Joslin Lane approximately 713-feet in length. This equates to a combined area of approximately 0.58 acres.

 

The dedication of a public roadway and public utility easement satisfies the current right-of-way half-width requirements of the Solano County road system as set forth in the Solano County Road Improvement Standards and Land Development Requirements. This offer of dedication is in accordance with Chapter 26 of the Solano County Code and adoption of the resolution (Attachment C) will result in the dedication being accepted by the recording of the parcel map with the County Recorder.

 

FINANCIAL IMPACT:

 

The existing maintenance of Joslin Lane and Steiger Hill Road is funded by the Road Fund; therefore, accepting these public roadway dedications has no impact to the General Fund. This additional public right-of-way does not increase the total road miles maintained but increases the available land for the ultimate width of the right-of-way to meet the Board adopted County Road Improvement Standards.

 

The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget.

 

DISCUSSION:

 

Minor Subdivision MS-23-01 creates four parcels, ranging from approximately 5.0 to 6.0 acres each, within the Rural Residential ‘RR-2.5’ Zoning District. Parcels 1 and 2 front Steiger Hill Road, Parcel 3 fronts Joslin Lane and Steiger Hill Road and Parcel 4 fronts Joslin Lane. The Minor Subdivision is located approximately 0.5 miles south of Cantelow Road in the unincorporated area Vacaville in Solano County (Attachment A).

 

The Tentative Map was approved with conditions through a noticed public hearing held by the Zoning Administrator on May 16, 2024. Condition number 7 of the Conditions of Approval for Minor Subdivision MS-23-01 required the subdivider dedicate a public roadway and public utility easement for right-of-way purposes to achieve an ultimate halfwidth of 35-feet from the centerline of the existing right-of-way.

 

Pursuant to Solano County Code Chapter 26-104(b), the County Surveyor has approved the Parcel Map (Attachment B), pending acceptance of the offer of dedication by the Board of Supervisors. Solano County Code Chapter 26-133.6 requires all offers of public dedication on a parcel map be formally accepted (or rejected) by the Board of Supervisors prior to the recordation of the parcel map.

 

ALTERNATIVES:

 

The Board of Supervisors may choose to reject the offers of dedication of public right-of-way and instead purchase the property in the future when needed for road purposes. This is not recommended, as dedications for road purposes are a requirement of County policies contained in Chapter 26 of the Solano County Code. These policies are intended to mitigate the impacts of new development on the county road system.
