DEPARTMENTAL RECOMMENDATION:

 

The County Administrator recommends that the Board of Supervisors receive an update from the Office of Emergency Services on the LNU Lightning Complex Fire, ratify the August 19, 2020 Proclamation of Local Emergency and adopt a resolution confirming the need to continue the Local Emergency Proclamation signed by the County Administrator in response to Lightning Complex Fire, which began on August 17, 2020 in Napa County and crossed into Solano County on August 18, 2020.

 

SUMMARY/DISCUSSION:

 

On August 19, 2020, Birgitta Corsello, County Administrator, signed a Proclamation of Local Emergency in response to conditions that have caused or threaten to cause the destruction of critical infrastructure, residences, businesses, the evacuation of residents, the exposure and infliction of severe respiratory distress, and other damage and impacts related to the Lightning Complex Fire that which began on August 17, 2020 in Napa County and crossed into Solano County on August 18, 2020.

 

Continuing the Proclamation would make Solano County eligible for any available State and Federal disaster assistance funds. The County’s estimated direct costs are to be determined as work progresses and reports are completed.

 

In addition to Solano County, all public entities, to include incorporated cities, school districts, community college districts and other public entities that incurred damage, may be eligible for public assistance as well as Small Business Administration loans should they become available.

 

FINANCIAL IMPACT:

 

Without an approved Emergency Proclamation, Solano County will be responsible for any wildfire related costs and be ineligible for State and Federal assistance if funding for these events becomes available. The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2020/21 Adopted Budget.

 

ALTERNATIVES:

 

The law requires all Local Emergency Proclamations to be ratified by the governing body within seven (7) days and reviewed at least once every 30 days by the governing body thereafter until termination.  Staff will provide an update of the status of the containment of the fire and whether circumstances warrant terminating the local emergency.

 

OTHER AGENCY INVOLVEMENT:

 

The Solano County Office of Emergency Services, Solano County Sheriff, Resource Management Department and County Administrator’s Office will provide information to the Board.
