DEPARTMENTAL RECOMMENDATION:
It is recommended the Board of Supervisors, sitting as the Board of Directors for the Suisun Fire Protection District:
1) Approve an Appropriation Transfer Request totaling $29,329 increasing expenditures for salaries and offset by recognizing $29,329 in reimbursement revenues from the State of California Office of Emergency Services; and
2) Approve a letter of support for a grant application for Personal Protective Equipment for wildfire response totaling $25,000; and
3) Delegate authority for the Suisun Fire Protection District Chief to execute an amendment to a Memorandum of Agreement (MOA) with the Solano County Sheriff’s Office for dispatch services.
SUMMARY/DISCUSSION:
The Board is being asked to approve an ATR for the Suisun Fire Protection District totaling $29,328.27, increasing salary expenditures and recognizing $29,328.27 in offsetting revenues from the State of California Office of Emergency Services (Cal OES) for Suisun’s emergency response support to the Los Angeles County fires that occurred in January of 2025. This support was provided through the California Fire Assistance Agreement, managed by Cal OES.
In addition, the Suisun Fire Protection District is applying for a grant from the California Fire Foundation, requesting $25,000 for the purchase of Personal Protective Equipment for use in fighting wildland fires. This grant requires no match and the grant application requests 35 wildland helmets, 35 shrouds, 34 goggles, 20 fire shelters and 23 wildland jackets. This gear assists with fighting wildland fires and is compliant with National Fire Protection Association (NFPA) recommendations. A letter of Board support (Attachment A) is required for the application, due at the end of June.
The final action is a request the Board delegate authority to the Suisun Fire Protection District chief to execute an amendment to an MOA with the Solano County Sheriff’s Office for the continuation of dispatch services (Attachment B).
FINANCIAL IMPACT:
The District, while dependent, maintains its own budget and revenue sources, resulting in no General Fund impact.
ALTERNATIVES:
The Board may choose not to approve the ATR; however, this is not recommended as it is intended to recognize reimbursement revenues for services rendered. The Board may choose not to support this grant application; however, this is not recommended as there is no match requirement and the gear is required to conduct fire protection services.
OTHER AGENCY INVOLVEMENT:
Staff coordinated this request with the Suisun Fire Protection District.
