DEPARTMENTAL RECOMMENDATION:
The Probation Department recommends the Board of Supervisors adopt and present a resolution and plaque of appreciation honoring Shannon West, Supervising Deputy Probation Officer, upon her retirement from the Solano County Probation Department, with over 23 years of dedicated public service to Solano County.
SUMMARY/DISCUSSION:
Shannon West began her career with the Solano County Probation Department as a Deputy Probation Officer on December 9th, 2002, was promoted to Senior Deputy Probation Officer on July 30th, 2006, and promoted to Supervising Deputy Probation Officer on April 21st, 2019.
Ms. West was a champion for foster youth and system improvement. Throughout more than a decade as a Foster Youth Probation Officer, she helped delinquency-involved youth overcome trauma, recognize their impact on the community, and build pathways toward successful adulthood. Beyond her direct casework, she collaborated with Child Welfare Services on statewide System Improvement Plans to reduce homelessness among foster youth transitioning from care.
Ms. West was a leader in evidence-based practices and youth development. Believing in the power of human potential and the importance of meeting individuals where they are, she was an early advocate for evidence-based practices and was selected as part of the Department's inaugural cohort of Motivational Interviewing trainers, to help introduce and sustain a communication approach that continues to strengthen engagement, accountability, and positive outcomes for youth and adults.
Ms. West was an innovator and builder of lasting department programs. Recognized for her leadership and vision, she supervised the Department's newly established Resource and Barrier Removal Unit where she developed operational guidelines, training, and community outreach strategies that created a unit focused on removing barriers and connecting clients with critical resources vital to their success.
Throughout her distinguished career, Ms. West was dedicated to developing future leaders and fostering department-wide growth. Her greatest professional pride came from helping others realize their potential. Committed to legacy, succession planning, and leadership development, she designed and implemented the Interviewing Skills and Professional Development Workshop. The program brought together employees at every level and classification of the organization - from line staff to executive leadership - to cultivate professional growth, leaving a legacy of leadership development, organizational excellence, and a stronger future for the Department.
Ms. West’s legacy reflects a career devoted to public safety, professional excellence, and meaningful service, leaving the Department stronger through her leadership and unwavering commitment.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget. The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board could choose not to adopt the resolution and plaque of appreciation. This is not recommended as this is an opportunity to recognize Shannon West’s dedication and contributions to Solano County.
