DEPARTMENTAL RECOMMENDATION:
It is recommended that the Board of Supervisors approve a first amendment to the cooperative agreement with the California Department of Food and Agriculture for $103,345 for a total contract amount of $107,933 to administer the High Risk Pest Exclusion Program for the current period through June 30, 2026; and Delegate authority to the Agricultural Commissioner/Sealer of Weights and Measures to execute the first amendment.
SUMMARY/DUSCUSSION:
The Agricultural Commissioner/Sealer of Weights and Measures (Department) receives funding from State agencies through fees and other contractual revenue agreements to offset County costs for services provided. At the time the County enters into revenue agreements with the California Department of Food and Agriculture (CDFA) contract amounts are based on County submitted work plans sent to the State for consideration and approval and are not a guarantee of full award and reimbursement; therefore, final revenue contract amounts, once received, may vary from the original agreement total.
The Department’s FY2025/26 work plan and budget included $132,826 in anticipated CDFA High Risk Pest Exclusion agreement revenue. In June 2025, after the County supplemental budget was submitted, CDFA, in consultation with the California Agricultural Commissioners and Sealers Association (CACASA), reduced the total amount of High Risk Pest Exclusion program funding available for distribution to county agriculture departments. As a result, the Department’s FY2025/26 High Risk Pest Exclusion agreement was reduced to $4,587. Recently, CACASA and CDFA approved an allocation of agricultural unclaimed gas tax funds to backfill the lack of State support and funding into the High Risk Pest Exclusion Program, resulting in an amended cooperative agreement totaling $107,933 for Solano County.
The High Risk Pest Exclusion cooperative agreement funds the Department’s work to prevent invasive pests from entering the county, including conducting inspections of incoming parcels at shipping terminals and nursery stock originating from outside of California.
FINANCIAL IMPACT:
The first amendment to the High Risk Pest Exclusion cooperative revenue agreement will result in anticipated reimbursement to the Department of $107,933 in FY2025/26. Anticipated revenues are included in the Department’s FY2025/26 Working Budget and will fund staff time. The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget.
ALTERNATIVES:
The Board could choose not to approve the first amendment to the revenue agreement or may direct staff to consider other options and return with new recommendations. However, this is not recommended as this would result in a potential loss of up to $103,345 in revenue that offsets County costs.
