DEPARTMENTAL RECOMMENDATION:
It is recommended that the Board receive a presentation from the Department of Resource Management on the selection of Erik Hagström as the June 2026 "Employee of the Month" for the County Administration Center making him eligible to use the parking space designated for this honor.
SUMMARY/DISCUSSION:
On September 13, 2005, the Board of Supervisors established the County Government Center "Employee of the Month” parking program for county employees. Each month a County department is designated to select one of its employees as "Employee of the Month." The Department of Resource Management has been designated to select an employee for the month of June 2026, and the Department has selected Erik Hagström as the deserving employee.
Erik began his career with the Department of Resource Management as a CivicSpark Fellow in 2023 after graduating from UC Berkeley with a degree in Political Economy. During his fellowship, Erik established the initial methodology to evaluate infrastructure capacity for edible food recovered countywide from commercial food generators. In 2024, Erik was hired by the County as an Associate Planner and is responsible for managing the Bay Area Regional Energy Network (BayREN) portfolio of 10 energy efficiency programs, processing land use permits for energy projects, and advancing circular economy initiatives for Solano County.
One of Erik’s cornerstone accomplishments was leading the development of the County’s battery energy storage system (BESS) ordinance that was adopted in 2025. The ordinance has since received national recognition for its balanced approach to BESS regulation, and in December 2025, the ordinance was presented as a professional planning case study through the American Planning Association (APA) Ohio Chapter webcast series, “Battery Energy Storage Systems (BESS) Ordinances: Solano County CA Case Study.” In recognition of his leadership and authorship of the BESS ordinance, the Department nominated Erik for a Marin Clean Energy (MCE) 2026 “Because of Youth” award for which he was selected as Solano County’s recipient. This award recognizes exceptional young leaders aged 16-25 as Bay Area changemakers who are making a meaningful difference through environmental action and leadership in their communities.
In addition to his professional accomplishments, Erik brings enthusiasm, positivity and a collaborative spirit to the workplace. His “can do” attitude, strong work ethic and commitment to public service have made a lasting impact on both his colleagues and the Department as a whole. For all these reasons and more, Erik Hagström is deserving of the “Employee of the Month” recognition.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget.
ALTERNATIVES:
The Board could elect to acknowledge someone else as the “Employee of the Month”; however, this alternative is not recommended as Erik Hagström is deserving of the recognition.
