DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Approve the Notice of Completion for the Fairfield Justice Center Detention Facility (JCDF) Cell Improvement Project located at 500 Union Avenue in Fairfield constructed by Gilbane Building Company of Sacramento; and
2. Authorize the Clerk of the Board to record the executed Notice of Completion.
SUMMARY/DISCUSSION:
On December 12, 2023, the Board awarded a Construction Manager at Risk contract to Gilbane Building Company for the JCDF Cell Improvement Project (Project) located at 500 Union Avenue in Fairfield. The original scope included safety improvements to 366 housing cells, including improvements to bunks, desks, and lighting fixtures.
During construction, previously undetected sanitary sewer and shower drain failures and other necessary improvements were identified within the cellblock areas. Through subsequent Board actions on August 27, 2024 and November 4, 2025, the Board approved a combined $4,002,000 in additional project funding primarily to address the more urgent plumbing repairs as part of the ongoing Project. Incorporating this work into the Project allowed construction to proceed under the same construction management and minimized disruption within the occupied detention facility. The Board-approved additional scope, together with other unforeseen conditions encountered during construction, was incorporated through contract modifications, resulting in a final construction contract amount of $6,865,201.
The Project reached substantial completion on January 30, 2026, allowing full occupancy of the improved areas. Final punch-list, warranty, and project closeout activities, including additional plumbing and shower waterproofing repairs, continued through the summer. The corrective work has been completed, and the Project satisfies the requirements of the construction documents and applicable code requirements. The Department of General Services recommends that the Board approve the Notice of Completion (Attachment A) and authorize the Clerk of the Board to record the document to complete project closeout and release retention funds held by the County.
FINANCIAL IMPACT:
The total approved project budget for the JCDF Cell Improvement Project (BU 1745) is $7,643,537, funded by $550,000 from the Criminal Justice Temporary Construction Fund, $3,091,537 from the Capital Renewal Reserve Fund, $3,800,000 transferred from the JCDF Sanitary Sewer Project (BU 1993) from the Accumulated Capital Outlay Fund, and $202,000 from the Accumulated Capital Outlay Fund Contingency.
The original construction contract with Gilbane Building Company was $2,727,336. Following subsequent Board-approved funding and incorporation of additional project scope and unforeseen conditions, the final construction contract amount was $6,865,201. Including project management, engineering and design, pre-construction activities, permits, and other expenses, the total project cost was $7,565,976. Remaining project funds of $77,561 will be returned to the respective funding sources. The project budget and expenses are summarized in Attachment B.
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board could choose not to execute and record the Notice of Completion. This action is not recommended since Gilbane Building Company has completed the work in accordance with the contract. Failure to record the Notice of Completion would prevent release of return funds and completion of contract closeout.
OTHER AGENCY INVOLVEMENT:
General Services coordinated with the Sheriff’s Office throughout the Project. The Project was overseen by a Steering Committee composed of representatives from the Sheriff’s Office, Resource Management Department, County Administrator’s Office, and General Services Department.
