DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services recommends that the Board of Supervisors adopt and present a resolution recognizing November 2026 as National Adoption Month in Solano County to demonstrate appreciation for the adoptive families and social workers who provide permanency to children in need throughout Solano County.
SUMMARY/DISCUSSION:
Each November, Solano County joins partners across the nation in celebrating National Adoption Month to honor the families, caregivers, social workers, community partners, and other professionals who make adoption possible. Their work ensures that every child can experience stability, belonging, and unconditional love. By celebrating adoption and those who support it, Solano County reaffirms its commitment to building strong, supportive families and enriching the community through shared connection and hope.
The 2026 National Adoption Month theme, “Honoring Youth: Strengthening Pathways for Lasting Bonds,” recognizes each youth and their support network and promotes meaningful, purposeful adoptions that foster healing, well-being, and long-term stability. It is a powerful reminder that every child and young person deserves a strong support network, one that meets their needs, affirms their identity, and nurtures family, community, and cultural connections. Supportive relationships are a protective factor that can significantly improve well-being outcomes.
In 2025, Child Welfare Services finalized 22 adoptions. As of August 2026, 52 children in Solano County have been referred for adoption services and 17 children have been adopted in 2026. These milestones are a testament to the tireless efforts of staff at Solano County Health and Social Services, Child Welfare Services Division, and partners who work every day to ensure that every child can thrive in a permanent, loving home. Solano County continues to use adoptive profiles and creative family-finding strategies to match youth with families open to building long-term, meaningful relationships. This approach honors each youth’s unique story and network, paving the way for healing, well-being, and long-term stability.
Adoption is a journey that embodies love, hope, and resilience. It is undertaken by families and individuals who understand the transformative power of unconditional love in a child’s life. Whether through foster care adoption, domestic adoption, or international adoption, welcoming a child into one’s family is an act of compassion and strength. In Solano County, we extend our deepest gratitude to the caregivers, social workers, and staff whose unwavering commitment and compassion guide children and families through the adoption journey.
FINANCIAL IMPACT:
Costs related to the preparation and purchase of resolution materials are included in the Board’s FY2026/27 Working Budget. There is no additional financial impact to the County General Fund.
ALTERNATIVES:
The Board may choose not to adopt the resolution. This is not recommended because National Adoption Month provides an opportunity to celebrate with adoptive parents who open their homes and hearts to children in need, and to recognize Solano County staff and other professionals who assist children in finding permanent homes.
OTHER AGENCY INVOLVEMENT:
None.
