DEPARTMENTAL RECOMMENDATION:
Staff recommends the Board of Supervisors receive a presentation from the Department of General Services on the selection of Bijan Mirfakhrai as the May 2025 “Employee of the Month” for the County Administration Center Parking Program; as such, the designation will make him eligible to use the parking space designated for this honor.
SUMMARY/DISCUSSION:
On September 13, 2005, the Board of Supervisors established the County Administration Center "Employee of the Month Parking" program for County employees. Each month a County department is designated to select one of its employees as "Employee of the Month".
The month of May has been designated as the month for the Department of General Services to recognize one of our exemplary employees. Bijan Mirfakhrai was selected for this honor.
Bijan Mirfakhrai began his full-time career with the County in January 2021 as an Accounting Technician with the Department of Health and Social Services. In July 2022, Mr. Mirfakhrai was promoted to Accountant within the Department of General Services, and in 2024, he advanced further to the role of Senior Accountant. Mr. Mirfakhrai holds a Bachelor’s degree in Business Administration, with a concentration in Accounting from California State University, Sacramento, and is a proud member of the Association of Government Accountants.
His professional experience as a Financial Analyst and Accountant in the banking industry, as well as his tenure with Jelly Belly, has greatly contributed to the success of the Support Services Division. His work has made a lasting, positive impact on our team.
One of Mr. Mirfakhrai’s standout strengths is his ability to foster collaborative relationships across divisions and departments. His effective communications skills promote stakeholder engagement, facilitate knowledge sharing among colleagues, and contribute to active reporting, all of which enhance operational efficiencies.
In his current role, Mr. Mirfakhrai provides financial oversight for both our Capital Projects and Nut Tree Airport Divisions. He has played a key role in enhancing these divisions by introducing effective accounting controls, managing project budgets, ensuring timely billing, and developing cost plans. Additionally, Mr. Mirfakhrai is leading the design and implementation of the County’s conference room reservations system, where he is successfully managing contractor deliverables and ensuring the project is completed on schedule. His work is consistently praised by both peers and superiors for his high-quality output, strong work ethic, and leadership in project management.
Additionally, Mr. Mirfakhrai is always quick to volunteer for new assignments or responsibilities, stepping in to fill gaps during vacancies and leaves, e.g. Accounts Payable, Accountant, etc. As a valued member of the General Services team, Bijan Mirfakhrai is widely commended for exemplifying the Department’s core values: teamwork, flexibility, communication, professionalism, and a positive attitude.
FINANCIAL IMPACT:
No financial impact is associated with this item. The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board of Supervisors could elect to acknowledge someone else as the Employee of the Month; however, this alternative is not recommended as Bijan is deserving of the Department’s recognition.

APPROVE DEPARTMENTAL RECOMMENDATION
