DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services recommends that the Board of Supervisors:

 

1.                     Adopt and present a resolution recognizing May 17-23, 2026, as National Emergency Medical Services Week in Solano County; and

 

2.                     Receive a presentation recognizing the contributions of Emergency Medical Services professionals across the emergency response system; and

 

3.                     Acknowledge the Emergency Medical Services agency’s award recipients for the year.

 

SUMMARY/DISCUSSION:

 

National Emergency Medical Services (EMS) Week, celebrated May 17-23, 2026, provides an important opportunity for the County to recognize and honor the essential role of EMS personnel in protecting the community's health and safety. EMS practitioners are first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, pre-hospital nurses, emergency nurses, emergency physicians, trained members of the public, and other out-of-hospital medical care providers who are ready to provide lifesaving care to those in need 24 hours a day, seven days a week.

 

Solano County EMS is pleased to recognize the outstanding contributions of EMS professionals throughout the emergency response system and to formally honor this year’s award recipients. In prior years, the County offered a single recognition-the Jason Comer Excellence in EMS Award. While this distinguished award remains in place, EMS expanded the program this year to include five additional award categories to better reflect the diverse disciplines represented within the EMS system and to recognize the individuals who displayed exemplary dedication and service in the course of their duties.

 

These categories include:

                     Emergency Medical Services System Dispatcher

                     Basic Life Support Field Provider

                     Paramedic Field Provider

                     Hospital Provider

                     Law Enforcement Responder

                     Jason Comer Excellence in Emergency Medical Services Award

 

Each category reflects a critical component of the EMS continuum. Colleagues, supervisors, and members of the public submitted nominations. After careful review and deliberation, a panel of EMS professionals selected one award recipient for each category. Every nominee demonstrated exceptional dedication and service to Solano County’s residents.

 

On December 2, 2025, the Board of Supervisors amended County Code Chapter 7.1 to designate the Health and Social Services Department, Public Health Division, as the Local Emergency Medical Services Agency, effective January 2, 2026, replacing the Solano Emergency Medical Services Cooperative. Accordingly, this year’s EMS Week carries added significance as the County assumes its new role in the EMS system.

 

FINANCIAL IMPACT:

 

The costs associated with the preparation and purchase of resolution materials are included in the Board’s FY2025/26 Working Budget. There is no additional impact on the County General Fund.

 

ALTERNATIVES:

 

The Board may choose not to adopt the resolution of receive the presentation. This is not recommended, as recognizing EMS Week and the award recipients supports awareness of EMS system performance and reinforces the County’s commitment to honoring exemplary providers.
