DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends the Board adopt and present a resolution recognizing the month of November 2016 as National Adoption Month in Solano County.
SUMMARY/ DISCUSSION:
Since 1995, the month of November is designated nationwide as “National Adoption Month” to acknowledge and appreciate adoptive families, the children for whom they provide homes, and the social workers who seek “forever families” for the children waiting in foster care. The year 2016 is the twenty-first year for this national month of recognition. This year’s theme is "We never outgrow the need for family, just ask us." The theme brings attention to permanency options for older youth in foster care which requires a focus on two key components: the first component is recruiting and preparing adoption families who can meet the needs of older youth and the second component is engaging and supporting older youth in conversations about their future and their openness to adoption.
Every child in America, including every child in Solano County, deserves a permanent, loving family and a home in which they can develop to their fullest potential. For children who are unable to return to their biological families, adoption can provide this permanency.
In Solano County Child Welfare Services Division, there are 422 children in out of home foster care placement, of which 167 children have been referred for adoption services. Currently, there are 61 children in Solano County with adoptions pending and, in FY2015/16, 39 children in Solano County were adopted and approximately 59% of these children were adopted by relatives. Additionally, 17 children received permanency through guardianship and 14, or 82%, of these children resided with relatives. The Child Welfare Services (CWS) Division within H&SS continuously recruits for adoptive families in order to meet the need for permanent homes.
Formally, recognizing the month of November as National Adoption Month in Solano County provides an opportunity to recognize all of the dedicated professionals in Solano who work diligently to help children find permanent, stable and loving homes.
FINANCIAL IMPACT:
The cost associated with the preparation of this agenda item is included in the Department’s FY2015/16 Recommended Budget. There is no additional financial impact to the County General Fund.
ALTERNATIVES:
The Board may choose not to adopt this resolution. This is not recommended because National Adoption Month provides an opportunity to celebrate with adoptive parents who open their homes and hearts to children in need, and to recognize County staff and other professionals who assist children in finding permanent homes.
