DEPARTMENTAL RECOMMENDATION:

 

Supervisor Vasquez requests that the Board of Supervisors authorize the County’s contribution of $9,100 from the General Fund contribution allocated to District 4 to benefit the following organizations: Dixon Historical Society and Museum ($500), Vacaville Heritage Council ($2,500), Winters Historical Society ($500), Pena Adobe Historical Society ($600), Winters Elder Day Council ($500), Sudie M. Smith Scholarship ($500), Chabad of Solano ($500), Solano-Napa Habitat for Humanity ($1000), Soroptimist International of Vacaville ($500), Soroptimist International of Dixon ($500), 100 Club of Solano and Yolo ($500) and Cub Scout Pack 484 ($1,000).

 

SUMMARY/DISCUSSION:

 

The groups identified by District 4 for its non-county contribution allocation are local non-profits or organizations that enrich Solano County either through educational programs or community support.

 

Dixon Historical Society and Museum ($500)

 

The Dixon Historical Society and Museum works to protect, preserve, and promote the history of Dixon along with its pioneering families through exhibits, lectures, and events as well as research, publications, and educational activities.

 

 

Vacaville Heritage Council ($2,500)

 

The Vacaville Heritage Council, established in 1969, is a non-profit historical archives and research organization specializing in local Solano County History. Staffed by volunteers, the Vacaville Heritage Council preserves information of Solano County's past, specializing in Vacaville’s history. They work with historic documents, maps, and photographs. 

 

Winters Historical Society ($500)

 

The Winters Historical Society provides historical context and a profound Sense of Place for all residents and visitors. Winters Historical Society is creating exhibits to include the interactive and progressive collaboration of residents, merchants, businesses, and civic organizations along with several exhibit venues. 

 

Pena Adobe Historical Society ($600)

 

The Pena Adobe Historical Society preserves the history of the Pena Adobe and provide educational and cultural services to the community. Pena Abode Historical Society mission as a nonprofit organization is to preserve, restore, and operate the historic Peña Adobe, California Historical Landmark #534 and the adjacent Mowers-Goheen Museum.

 

Winter’s Elder Day Council ($500)

 

The Winter’s Elder Day Council is a 501 c 3 non-profit in the City of Winters representing our older and elder adult population residing in and around the city of Winters, Solano and Yolo County residents. WEDC holds annual events to celebrate and educate our seniors, including workshops and seminars on topics ranging from fall prevention to housing. 

 

Sudie M. Smith Scholarship ($500)

 

The Sudie M. Smith Scholarship provides charitable assistance and enrichment opportunities for graduates of Armijo High School pursuing a career in healthcare or medicine.

 

Chabad of Solano ($500)

 

The Chabad of Solano provides every Jew regardless of background, philosophy or level of commitment, an open-door environment for strengthening and enhancing Jewish family life.  Chabad serves individuals and families looking for an anchor and non-judgmental, accepting, personalized Jewish experience.

 

Solano-Napa Habitat for Humanity ($1000)

 

The Solano-Napa Habitat for Humanity brings people together to build decent, affordable homes and make critical repairs to existing homes in our community.  Through this partnership, families are empowered by having a safe place to live and thrive. Their Vision, Communities where all families have access to decent, affordable housing.

 

The 100 Club of Solano and Yolo Counties ($500)

 

The 100 Club of Solano and Yolo Counties provides immediate financial assistance to families of public safety officers and firefighters who are killed in the line of duty, to provide resources to enhance their safety and welfare, and to further the education of their children through scholarship funds.

 

Soroptimist International of Dixon ($500)

 

The Soroptimist International of Dixon has years of experience working with women and girls, teaching them that education is the key to unlocking economic empowerment of the world’s women and girls. When women and girls are educated, they have opportunity, choice, and power to make healthy decisions for themselves and their families.

 

Soroptimist International of Vacaville ($500)

 

The Soroptimist International of Vacaville Club #115332, a nonprofit organization, provides charitable contributions to support its programs. A nonprofit for women's educational empowerment offering grants and scholarships.

 

Cub Scouts Pack 484 ($1,000)

 

The Cub Scouts Pack 484 is a Vacaville cub scout pack. The mission of the Boy Scouts of America is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law. The Boy Scouts of America will prepare every eligible youth in America to become a responsible, participating citizen and leader who is guided by the Scout Oath and Law.

 

Guidelines for Grant Funding Requests:

 

During the 2023/24 Budget Hearings, the Board appropriated $75,000, $15,000 to each supervisorial district, to allow Board members to support community service programs.  The Board directed County Counsel to provide guidelines on how to recommend funding for qualifying agencies or programs.  The guidelines are as follows:

 

1)                     Each supervisor must submit the proposed expenditure to the County Counsel and the Auditor/Controller for initial review.

2)                     The Board must approve the expenditure by a majority vote.

3)                     The Board must determine that the expenditure is for a public purpose.

4)                     The Board may authorize an expenditure of public funds to a nonprofit organization so long as the County retains ultimate control over the exercise of judgment and discretion of the intended program.

5)                     To ensure accountability, all expenditures are subject to periodic audit by the Auditor/Controller; and

a)                      If the recipient provides an activity, program or service (“activity”), it shall provide an activity report within 30 days of the activity that states the number of persons attending (if applicable) or participating activities carried out, feedback from participants (if applicable) and benefits of the activity.  The recipient’s failure to provide a report may result in its being considered ineligible for future funding.

b)                     If the recipient is purchasing property or making improvements, it shall use the funds for only the specified purposes and allow representatives of the county to inspect and/or audit the purchase or the contractor’s performance, the facility or the portion improved with the funds and/or the records pertaining to the expenditures.  The recipient shall retain for inspection and audit purposes any and all books, receipts, documentation and other records of the expenditures for three (3) years from date of receiving funds.

 

FINANCIAL IMPACT:

 

The cost associated with preparing the agenda item is nominal and absorbed by the Department's FY2023/24 Working Budget.  This expenditure is included in the District 4 FY2023/24 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to authorize this expenditure; however, this is not recommended as this item is consistent with Board policy.
