DEPARTMENTAL RECOMMENDATION:
The Department of Human Resources (HR) recommends the Board of Supervisors adopt a resolution to amend the Alphabetical Listing of Classes and Salaries to add the classification of Economic Development Manager with a monthly salary of $13,157.81 - $15,993.40.
SUMMARY/DISCUSSION:
On June 22, 2023, the Board of Supervisors approved the addition of 1.0 FTE for a new Economic Development Officer (TBD) classification. The County Administrator’s Office (CAO) identified the need for this position based on a review of the County’s economic development strategies and initiatives, and a need for dedicated leadership over economic development functions.
After reviewing the purpose and functions of the position in collaboration with the CAO, HR developed the classification specification. Following a salary survey and assessment of the CAO’s internal classification alignment, the salary for this classification was established. The 1.0 FTE position previously approved as “Economic Development Officer (TBD)” will be formally classified as Economic Development Manager.
The Economic Development Manager will plan, develop, implement, monitor, and evaluate countywide economic development strategies and initiatives that promote business investment, industry growth, workforce development, and regional economic competitiveness within Solano County's unique land use, infrastructure, and governance framework. Along with these duties this classification will, within the context of County budget development and labor negotiations, perform work commensurate with County Administrative Office Analysts to develop fiscal estimates used in budgeting and bargaining, and will prepare, make and participate in presentations to the Board of Supervisors, the public and stakeholders, union representatives, and others concerning the County’s fiscal outlook.
The proposed monthly salary for this new classification is $13,157.81 per month (Step 1) through $15,993.40 per month (Step 5).
This position will be allocated to Unit 62 - unrepresented Senior Management.
FINANCIAL IMPACT:
The monthly salary range for the Economic Development Manager is $13,157.81 - $15,993.40. The estimated cost for the remainder of FY2026/27 is approximately $150,946 and is included in the CAO’s FY2026/27 Working Budget. The estimated annual cost, including base wages, taxes, and benefits, is approximately $301,891. Funding for the position will be included in the CAO’s FY2027/28 Recommended Budget.
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board of Supervisors could elect not to amend the Alphabetical Listing of Classes and Salaries to include the classification of Economic Development Manager at the recommended bargaining unit and salary range; however, this is not recommended as the classification supports the CAO’s need to support the economic development functions for the County and the salary is comparable to similar positions.
OTHER AGENCY INVOLVEMENT:
In addition to HR’s work with the CAO’s Office in drafting the classification specification and determining the proposed salary range, HR notified all County bargaining groups pursuant to the County’s Employer-Employee Relations Rules and Regulations (EERRR) that the County intended to assign the classification to Unit 62- unrepresented Senior Management. HR did not receive any challenge regarding the unit designation from the bargaining groups.
