DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board adopt a resolution and plaque of appreciation honoring Manuel Alberto, Eligibility Benefits Specialist Supervisor, upon his retirement from the Employment & Eligibility Services (E&E) Division with over 27 years of dedicated service to Solano County.
SUMMARY/DISCUSSION
Manuel Alberto began his career with Solano County on April 28, 1992 as an Eligibility Worker in E&E where he was responsible for the intake and ongoing maintenance of Medi-Cal and County Medi-Cal Services Program cases. Mr. Alberto has served with determination and a genuine sense of earnestness to help his community.
In December 1996, Mr. Alberto promoted to Eligibility Benefits Specialist Supervisor where his first assignment was supervising the Outstation Unit at 201 Georgia Street in Vallejo. His team was responsible for specialized Medi-Cal programs, mental health referrals and mail-in applications. Mr. Alberto also supervised workers that were stationed at Kaiser Hospital, Sutter Hospital, La Clinica de la Raza, Great Beginnings Clinic, Planned Parenthood, Solano County Clinics, and People’s High School. In June 2008, Mr. Alberto became an original member of the team of employees assigned to the newly created Benefits Action Center (BAC). He assisted with the startup of E&E’s first call center that serviced and provided case maintenance for the CalFresh nutrition assistance program as well as various health insurance programs. At the BAC, Mr. Alberto proudly and effectively supervised the bilingual unit serving primarily immigrant families whose primary language was not English. During his tenure, Mr. Alberto had the opportunity to effect change by serving on the Solano Kids Insurance Program Advisory Board, Partnership Health Plan of California Providers Advisory Board, Maternal Child Health Subcommittee, Eligibility Workers Study, Performance Standards Committee, Prenatal Entry to Care team, and Citizenship Public Relations. Mr. Alberto also played a lead role in the initial implementation of the Dixon Migrant Camp outreach services.
Mr. Alberto’s knowledge of the CalFresh and Medi-Cal programs has been invaluable in assisting new employees learn the rules, regulations and processes. His program expertise, professionalism, compassion, and commitment to customer service have benefited countless Solano County residents, helping them to receive the benefits for which they are eligible. These attributes earned Mr. Alberto the department’s Employee of the Year recognition in 1997 and the respect and admiration of those who have had the privilege of working with him over the years.
Mr. Alberto retired from Solano County on April 27, 2019, bringing closure to years of being a steadfast, dedicated and loyal Solano County employee. H&SS wishes Mr. Alberto all the best in his retirement and future endeavors.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2019/20 Adopted Budget. The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2019/20 Adopted Budget.
ALTERNATIVES:
The Board may choose not to adopt this resolution and plaque of appreciation. This is not recommended as it is an opportunity to acknowledge Mr. Alberto for his dedication and service to Solano County.
