DEPARTMENTAL RECOMMENDATION:

 

The Department of Human Resources recommends the Board adopt a resolution approving a Side Letter agreement with the Association of Mid-Management Professionals (AMMPS) at Solano County representing Unit 16, to update the recruitment and retention payment program and program terms and conditions for Clinic Physician Supervisor effective as of the date of approval by the Board of Supervisors other than for any Clinic Physician Supervisor whose first date of employment with the County was November 27, 2023 or later, through October 25, 2025; and Delegate authority to the Director of Human Resources to sign the Side Letter Agreement and make any technical corrections necessary to effectuate the intent of the Side Letter.

 

SUMMARY/DISCUSSION:

 

The County and the Association of Mid-Management Professionals at Solano County negotiated a successor Memorandum of Understanding (MOU) effective October 22, 2022 through October 25, 2025. The MOU included a Clinic Physician Supervisor side letter agreement reflecting the availability of a Partnership HealthPlan (PHP) of California stipend of up to $50,000 under specified terms and conditions, subject to any change or discontinuation by PHP.  PHP recently offered a grant amendment to increase the stipend to up to $100,000 under modified terms and conditions which was signed by the County Administrator under delegated authority on November 16, 2023 (Attachment A). 

 

Due to timing related to the hiring of one Clinic Physician Supervisor, the Department of Health and Social Services requested the side letter be updated to reflect the new stipend program and that the stipend be made available, subject to PHP approval and all grant amendment terms, to the newly hired employee. Representatives of the County and AMMPS have met and conferred in good faith and agreed on the proposed side letter.  A copy of the Side Letter with the AMMPS authorized signature is attached (Attachment B)

 

FINANCIAL IMPACT:

 

There is no County cost associated with approval of the recommended side letter.  All stipend costs are paid by Partnership HealthPlan subject to the grant amendment terms and conditions.  The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to approve the Side Letter with AMMPS; however, the side letter provides for an increase to an existing, Board-approved, stipend program to assist in the recruitment and retention of Clinic Physician Supervisors.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of Health & Social Services and the County Administrative Office were consulted on the recommended side letter.

APPROVE DEPARTMENTAL RECOMMENDATION
