DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board of Supervisors:

 

1.                     Authorize the Director of Resource Management to solicit for bid, award, and to execute contracts for the Paving Project 2025, Montezuma Hills Pavement Maintenance Project 2025, and Culvert Improvement Project for a total of $5,600,000; and

 

2.                     Authorize the Director of Resource Management to make necessary amendments to these executed contracts within budgeted appropriations that do not exceed 10% of the total contract amount per project.

 

SUMMARY:

 

The Department of Resource Management (Department) will need to solicit for bid, award, and execute up to $5,600,000 in contracts for the following projects to continue the 2025 construction season:

 

1.                     Paving Project 2025 totaling $3,300,000

2.                     Montezuma Hills Pavement Maintenance Project 2025 totaling $1,600,000

3.                     Culvert Improvement Project 2025 totaling $700,000

 

These projects are approved as part of the FY2024/25 Public Works Capital Improvement Plan (CIP) and each contract will be bid and/or solicited separately. With the Board’s authorization, the Department will solicit, award, and execute contracts to facilitate the contract work. The Board’s authorization will also grant the Director authority to approve necessary technical amendments to address minor changes to the scope of work, term extensions, change orders, and amendments within budgeted appropriations and up to 10% of the total contract amount per project.

 

FINANCIAL IMPACT:

 

There is no impact to the General Fund.  The Paving Project 2025 will use $2,100,000 of Public Works Improvement Trust Fund fee revenues, generated by the Hay Road Landfill for road damages/improvements on Lewis Road. The Montezuma Hills Pavement Maintenance Project will be fully paid for with $1,600,000 in road damage mitigation fees paid through an encroachment permit agreement with Sacramento Municipal Utilities District (SMUD) for their recent wind turbine replacement project. The remaining $1,900,000 in cost is to be paid for by the Road Fund and is included in the FY2024/25 Working Budget.

 

The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.

 

DISCUSSION:

 

Paving Project 2025

The project will widen the shoulders, overlay, provide additional advisory signage, and stripe Lewis Road starting from Weber Road and going 2.5 miles south, along with Meridian Road from Bryant road to Midway Road. Over the last decade, both roadway corridors have experienced numerous accidents resulting in cars that run off the road.  This project aims to reduce occurrences and to lessen their severity as a result of these new shoulder widening safety countermeasures.

 

Montezuma Hills Pavement Maintenance Project 2025

The project will apply chip seals and other pavement maintenance treatments over various roads in the Montezuma Hills area that were damaged by SMUD project truck hauling. The project also includes new striping along with advisory sign changes.

 

Culvert Improvement Project 2025

The project will demolish and replace three metal culverts on Winters Road and rehabilitate a failing culvert on Bucktown Road. The existing corroded metal culverts on Winters Road, approximately 0.5 miles south of Wolfskill Road, will be replaced by new concrete box culverts. The Bucktown Road culvert, approximately 0.5 miles north of Vaca Valley Road, will bolster and upgrade the existing wingwall and headwall.

 

ALTERNATIVES:

 

The Board may choose not to authorize the solicitation, award, or execution of these contracts. This is not recommended as the contracts are necessary to complete projects anticipated and already approved in the CIP which will enhance public safety.
