DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services recommends that the Board of Supervisors adopt and present a resolution and plaque of appreciation recognizing Lisa Colcleaser, Accounting Clerk III, upon her retirement from Solano County with 31 years of dedicated service in the Department of Health and Social Services, Welfare Administration Division.

 

SUMMARY/DISCUSSION:

 

Lisa Colcleaser began her career with Solano County Health and Social Services (H&SS) in April 1993 in the Eligibility Services’ Records unit as a part-time/extra-help records clerk through the Private Industry Council Welfare-to-Work program located on the Vallejo H&SS campus. On August 15, 1993, she was hired as a full-time records clerk, and in 1997 she promoted to a clerical support specialist.

 

In August 1999, Ms. Colcleaser promoted to an accounting clerk in Welfare Administration Division’s Fiscal Disbursement Unit (later became the Fiscal Disbursement Bureau), which was also located on the H&SS Vallejo campus. After completing coursework in principles of accounting, Ms. Colcleaser promoted to accounting clerk III in 2011. She remained with the Fiscal Disbursement Bureau for the remainder of her career through three different system changes within the H&SS, Employment and Eligibility Services Division, including the most challenging which was the migration to a single California Statewide Automated Welfare System (CalSAWS) that supports eligibility and benefits determination and public assistance case management across California.

 

As an accounting clerk III, she processed “immediate need” benefit assistance payments for the Fiscal Disbursement Bureau, which included issuing and printing temporary and permanent homeless assistance warrants for CalWORKs recipients and Welfare-to-Work service payments.  She also updated eligibility for benefits in CalSAWS which includes the CalWORKs, CalFresh, and General Assistance programs. Ms. Colcleaser also issued replacement benefits from skimmed Electronic Benefits Transfer (EBT) card issuances. Ms. Colcleaser balanced fiscal issuances daily and monthly and prepared journal vouchers. 

 

Ms. Colcleaser’s hard work supports the mission of H&SS to safeguard the physical, emotional, and social well-being of the people of Solano County by helping those who are vulnerable residents.  H&SS values her dedication and passion for service and Ms. Colcleaser’s hard work, kindness, and patience have made her a valued member of the Fiscal Disbursement Bureau.

 

Ms. Colcleaser retired on August 2, 2024 with 31 years of dedicated service to Solano County and Solano County.  She looks forward to spending more time with her grandkids and traveling. Ms. Colcleaser will be truly missed, and the Solano County H&SS, Fiscal Disbursement Bureau wishes her all the best in her future endeavors and a long, happy retirement.

 

FINANCIAL IMPACT:

 

The costs associated with preparation of the agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget. The costs associated with the purchase and preparation of the resolution materials and plaque of appreciation are included in the Board’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to adopt and present the resolution and plaque of appreciation. This is not recommended because this is an opportunity to recognize Ms. Colcleaser for her dedication and service to Solano County.

 

OTHER AGENCY INVOLVEMENT:

 

There is no other agency involvement.
