DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors authorize the County Administrator to execute a Letter of Extension for Managing Partner Agreement No.14-06-200-5596A between Solano County and the Bureau of Reclamation for the continued operation and maintenance of Lake Solano County Park.
SUMMARY:
Solano County and the Bureau of Reclamation entered into Managing Partner Agreement No. 14-06-200-5596A (Attachment A) in 1971 to provide the framework for Solano County to operate and maintain Lake Solano County Park on United States Department of Interior, Bureau of Reclamation property. The Managing Partner Agreement was amended in 2004 to extend the agreement term with an expiration date of November 17, 2026.
Staff from Solano County Parks Division and staff from the Bureau of Reclamation have been jointly working to draft a new Managing Partner Agreement but do not anticipate completing the new agreement before the existing agreement expires. To allow the park operations and maintenance to continue without interruption while the parties finalize a new agreement, the Bureau of Reclamation provided the County with a draft Letter of Extension (Attachment B) extending the existing Management Parter Agreement.
FINANCIAL IMPACT:
There are no additional costs to execute the Letter of Extension. Park operations and maintenance are included within the Department’s FY2026/27 Working Budget. The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget.
DISCUSSION:
Solano County has operated Lake Solano County Park since 1973 pursuant to the Managing Partner Agreement executed in 1971. Lake Solano County Park, located in northern Solano County along Putah Creek, contains significant natural and cultural resources. The Park is a popular destination in northern Solano County, offering camping, fishing, picnicking and non-motorized boating access.
The County is currently completing multiple facility improvement projects at the Park, including improvements to public waterfront access, accessibility improvements consistent with the Americans with Disabilities Act (ADA), and upgrades to potable water, wastewater and electrical infrastructure. In addition, the Bureau of Reclamation has committed federal funds to a variety of Park repairs and improvements over the years. More recently, Solano County committed ARPA funding to several site improvement projects while continuing supplemental support from the General Fund for general operations and maintenance.
The existing Managing Partner Agreement expires November 17, 2026. Extending the agreement will allow the County to continue operating and maintaining Lake Solano County Park while County and Bureau of Reclamation staff complete negotiations and development of a new Managing Partner Agreement.
ALTERNATIVES:
The Board could choose not to authorize execution of the Letter of Extension. This action is not recommended because the lack of an extended agreement will result in the expiration of the existing Managing Partner Agreement in November 2026.
OTHER AGENCY INVOLVEMENT:
The Bureau of Reclamation provided the proposed Letter Extension to the Managing Partner Agreement and will execute the Letter following execution by Solano County.
