DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Approve the Notice of Completion for the District Attorney (DA) Forensic Lab - Toxicology Expansion Project located at 2201 Courage Drive in Fairfield, constructed by Swierstok Enterprise Inc. DBA Pro Builders of Orangevale; and
2. Authorize the Clerk of the Board to record the executed Notice of Completion.
SUMMARY:
On June 28, 2022, the Board awarded a construction contract to Swierstok Enterprise Inc. DBA Pro Builders to provide construction services for the DA Forensic Lab - Toxicology Expansion Project (Project) located at 2201 Courage Drive, Fairfield, CA. During construction, the quality of work satisfied the requirements of the construction documents and has been deemed code compliant. The Department of General Services requests the Board approve the Notice of Completion (NOC) for the Project and authorize the Clerk of the Board to record the document to release retention funds held by the County.
FINANCIAL IMPACT:
Through past board actions, the Board approved receipt of $1,198,716 from the California Highway Patrol (CHP) Cannabis Tax Fund Toxicology Grant to fund the Project within Budget Unit 6507 (FY2021/22). The construction contract with Swierstok Enterprise Inc. DBA Pro Builders was for $188,000, and one contract change order was issued totaling $33,745 resulting in a final construction contract of $221,745. The total project cost including design fees, permits, project management, and other miscellaneous costs was $355,118. Remaining funds of the CHP Cannabis Tax Fund Toxicology Grant will be used separately by the DA for further laboratory equipment purchases. The Project budget and expenses are summarized in Attachment B.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.
DISCUSSION:
The purpose of this project was to expand the existing forensic laboratory in the DA’s suite at 2201 Courage Drive. The Project features conversion of a portion of prior unfinished interior shell space to newly finished interior space including demising walls, HVAC (Heating, Ventilation, and Air Conditioning), flooring, cabinetry, lighting and power specifically suited to the new equipment that was purchased.
During construction, one Change Order totaling $33,745 was approved to provide additional electrical capacity for department-requested devices and code-compliant accessible handrails within the building’s stairways.
ALTERNATIVES:
The Board could choose not to execute and record the NOC. This action is not recommended since Swierstok Enterprise Inc. DBA Pro Builders has successfully fulfilled the terms of the contract. Failure to adopt the NOC will prevent release of retention, which could result in adverse claims.
OTHER AGENCY INVOLVEMENT:
The Department of Resource Management Building and Safety Division provided building inspection and code compliance services for the Project. The Department of Information Technology assisted with data cabling services.
